THIS IS AN INDIANA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION This position is part of the IN JFHQ IN J6, Indiana National Guard under Position Description Number D1775P01. If you would like the complete list of duties, please contact the POC of this announcement.

Duties

Provides readiness training and pre and post-mobilization training (PPMT) to Soldiers. Keeps abreast of changing technology and educational development as it relates to DL, and synthesizes highly specialized aspects of multiple fields, including educational technology, computer automation and telecommunications. Coordinates with industry experts, business, educational and community leaders and state agency officials on the role of multi-media Distributed Learning and Distributed Training Technology. Plans and coordinates DL training opportunities for the state’s National Guard (NG) members Soldiers. Administers the payment of vendors training providers. Provides guidance and coordinates technical and training support for site administrators. Coordinates with the United States Property Fiscal Officer (USPFO), Grant Office Representative (GOR) or state comptroller to design, implement and monitor various inter-agency agreements for the DL program Coordinates training activities with other Deputy Chief of Staff for Operations Office (DCSOPS) branches, Training and Doctrine Command (TRADOC), Air Force Institute of Advanced Distributed Learning (AFIADL), NGB, etc. Analyzes, extracts and identifies significant DL trends and issues. Monitors all special distributed learning programs and contract school training for the state. Develops Aids in the development of training materials through the analysis of educational or instructional problems or questions. Arranges for Joint Force Headquarters (state) personnel to attend Warrior Network programs/broadcasts. Responsible for the planning, budgeting and delivery of the State’s DL program. Advises the State DCSOPS and Unit Commanders on all aspects of DL capabilities to conduct required training. Provides oversight of DL Classroom (DLC) operations and maintenance. Facilitates DLP Master Cooperative Agreement (MCA) requirements.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the National Guard.

  • This position is INDEFINITE NTE 24 months, with possible extension up to 60 months, and permanent potential.

Qualifications

MILITARY GRADES: E5 through E9, WO1 through CW4, or O1 through O4 COMPATIBLE MILITARY ASSIGNMENTS: 25, 26, 17, 255, 35 The policy to have a compatible MOS/AFSC has been suspended. When reinstated, you will have one year to meet the qualifications of this position or meet the requirements in the guidance set by NGB. GENERAL EXPERIENCE: Must be certified at the next higher level before being eligible for that level. Must also have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subjects criteria and information into a teaching/training capability. SPECIALIZED EXPERIENCE: Must have at least 12 months experience equivalent to the GS-09. Have experiences that demonstrated particular knowledge, skills, abilities and behaviors to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in training centers, training programs, schools, and units for these systems. Have experiences in conducting and developing education and training programs. Also, experienced in conducting, supervising, or developing education or training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator. Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work. Experienced in using audiovisual aids such as, mockups, graphs, training films, and film strips. Experienced in training aids such as, achievement and aptitude tests and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment.
