This position is located in the Primary Care Division of the VA Portland Health Care System (VAPORHCS). The Division is responsible for providing primary care services to Veterans at thirteen unique sites of care across Oregon and Southwest Washington. The primary purpose of this position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and informational processes necessary to achieve successful adoption and application of new technologies.
Duties
Major Duties:
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11, however a selection can be made at any of the following grade levels: GS-09 OR GS-11. At the GS-09 grade level, you will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Interprets national policies and procedures, developing and implementing local standards, defining requirements and providing advice to management on related issues pertaining to clinic/provider profile and scheduling grid management.
Ensures that completed profiles reflect national, network and local goals, directives, and policies.
Integrates advanced clinic access (ACA) principles and initiatives, outpatient scheduling directive mandates, ambulatory data capture and workload rules and regulations, coding and billing criteria, MCA requirements into clinic structures.
Responsible for establishing and managing communication plans that identify target audience, appropriate messages, activities, and resources needed for effective communication, and communication plans for change management, incorporating multiple channels to manage expectations and disseminate project progress.
Oversees processes related clinic profile coordination and management functions.
Incumbent sets goals and timelines for clinic managers related to new provider clinic build requests and set up procedures.
Coordinates all administrative needs of clinic profile building and maintenance, establishing the program goals, evaluating implementation, and data capture components for the primary care service line.
Provides technical advice to clinic personnel primarily at the manager and leadership levels, regarding scheduling, clinic profiles and workload.
Facilitates efficient and effective communication between Program Analysts (ADPAC)s, MCA, encounter form specialists, billing specialists, and assigned service to ensure accuracy of workload transmission and when new scheduling software is installed/implemented.
Participate in Facility/VISN projects, task forces, and committees to problem-solve, educate and implement software, data capture and scheduling directive matters, and other workgroups related to access, wait times, and clinic profile management.
Represents the Facility at forums, conferences, and meetings.
Delivers presentations to all levels of the Facility, service organizations, Veterans, family members and caregivers.
Responsible for oversight of all clinic set up options, clinic profiles and outputs.
Position requires knowledge and innovative skill to achieve clinic set up in the best interests of all clinic profile management for the Primary Care Service Line & Pharmacy PACT Pharmacists.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 7:30 am - 4:00 pm.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS-09 Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists collecting aggregate data sets using appropriate statistical analyses for clinical operations and practice; Assists management in understanding complex care systems at facility and national levels; Assists in developing and presenting recommendations for improving clinical data-management methods, follow-up procedures, and timely compliance with regulatory guidelines. Reviews information and applies standard analytical techniques; Assists in developing recommendations and proposals; and presents analyses to administrative and leadership; Assists with databases related to patient management systems, and actively participates in the development of clinical decision-support systems.NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience as described above and graduate level education beyond 18 semester hours (or 1 year) in graduate courses that provided the knowledge, skills, and abilities necessary to do the work of the Program Analyst position to meet the total experience requirements for this grade level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. (See Education for Combination Example).
GS-11 Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently collects aggregate data sets using appropriate statistical analyses for clinical operations and practice; Assess, understands, and determines organizational priorities, opportunities, and challenges within the health care environment; Supports management in understanding complex care systems at facility and national levels; Develops and presents recommendations for improving clinical data-management methods, follow-up procedures, and timely compliance with regulatory guidelines. Reviews information and applies standard analytical techniques; Develops recommendations and proposals; and present analyses to administrative and leadership; Conducts interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures; Develops and/or oversees databases related to patient management systems, and actively participates in or leads the development of clinical decision-support systems.NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. GS-09 Combination Example:
To determine if you met the combination requirements, total your qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify.
- For Example: The position to be filled is a Program Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since they do not have any graduate study beyond the first year. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)
GS-11 Combination Example:
- The position to be filled is a Program Analyst, GS-343-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)
