This vacancy is for a Management & Program Analyst in the Office of the Secretary within the Department of Commerce.
Duties
As a Management & Program Analyst, you will perform the following duties:
Participates in research, review and analysis of grant management policies, procedures guidelines, protocols, and requirements in relation to pre- and post- award actions providing operational insight and consideration of higher level charges.
Coaches, facilitates, solves work problems and participates in the work of the Grants community including the transition to GEMS.
Maintains the DOC Suspension and Debarment handbook.
Manages the DOC Suspension and Debarment Program and maintains program compliance by making sure the organization is following compliance standards in accordance with federal regulations, procedures and Executive Orders.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band.
The ZA-4 is equivalent to the GS-13/14 grade levels.
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience is defined as:
Anticipates management problems and devise solutions in the form of operational policies to ensure that the technical programs are carried out with maximum efficiency and adhere to established laws and regulations.
Conducts studies on operating programs to identify procedural problems; use quantitative or qualitative methods; analyze findings; make recommendations in reports.
Performs studies and make revisions to existing policies and procedures to ensure the effective implementation and execution of the multifaceted programs of an organization.
