This position is located in the Department of the Chief Program Officer, Office of AmeriCorps National Civilian Community Corps (NCCC).
The NCCC is a full-time, team based residential program for men and women ages 18 to 26. The program is designed to strengthen communities and develop leaders through direct, team-based national and community service. Corps members are assigned to one of four campuses located in Aurora, CO; Sacramento, CA; Vicksburg, MS; and Vinton, IA.
Duties
The incumbent of this position plans for and executes the provisions of the Interagency Agreement (IAA) with the USDA Forest Service which establishes the NCCC Forest Corps. The incumbent may also participate in the conduct of special projects to further NCCC, Agency or Administration initiatives.
Duties:
Leads the planning, coordination, implementation and monitoring of the NCCC Forest Corps ensuring consistency with the Forest Service IAA's commitments and goals. The Project Manager will oversee and strengthen the NCCC's partnership with the Forest Service and other stakeholders.
Manages the full life cycle of the IAA including co-developing timelines for projects, Corps Member recruitment and marketing in coordination with the USDA Forest Service, selection of Corps Members, and project timelines and costs. Develops measures of success and evaluation tools, and tracking Corps Member and project progress.
Facilitates Forest Corps Member training with Forest Service and NCCC personnel. On as needed basis and in coordination with the Forest Service, designs new or customizes existing training for Forest Corps Members.
Coordinates with the NCCC Director of Operations to establish and comply with the methods and procedures for calculating and reporting Allowable Reimbursable Costs. Ensures financial activities are monitored and records are properly maintained.
Establishes and maintains databases to produce spend plans, quarterly financial reports, project completion reports, as well as other one-time, special reports. Reviews financial transactions with budget and accounting personnel.
As required, participates with the Forest Service to secure housing for Forest Corps Teams while serving on projects.
Serves as the liaison between the Forest Service, NCCC and the Agency's executive team. Resolves or coordinates the resolution of issues and challenges that may arise.
Ensures the acquisition of supplies and equipment necessary for project accomplishment. Makes sure that materials are tracked and equipment is properly maintained.
As necessary, works with the Agency's Office of Procurement Services and contractors to support the successful completion of projects. Serves as a Contracting Officer Representative.

Qualifications
Minimum Qualification Requirements:
Applicants must have one year of specialized experience comparable in scope and responsibility to the upper range of the NY-02 pay band, which would be at, or equivalent to, the GS-11 level in the Federal service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following:
Project management experience to include: planning, budgeting, and implementing the goals and objectives of a program or large-scale project; and
Experience monitoring project implementation to ensure objectives are met; and
Experience writing program or project progress reports; and
Experience conducting training sessions for groups of people
Desirable: Experience executing National Service programs
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
