Serving as Executive Management and Program Analyst for the Office of the Director. Encompasses a broad responsibility to coordinate, analyze and prepare the Executive Leadership Team with a myriad of diverse products and services (recurrent and unique} in support of broad and specific health service mission requirements and processes. Ensures current operational success for the executive team while simultaneous setting conditions for future organization success.
Duties
Duties include, but are not limited to:
Decision Support
Leveraging knowledge of qualitative and quantitative analysis techniques and skills to measure effectiveness, efficiency and productivity across several administrative, medical and technical occupational specialties throughout the organization to synthesize unique products for Senior Leader consumption and action
Serving as subject matter expert and knowledge resource within AVAHCS to collect data through the VISN DataMart, VSSC, Business Intelligence Services Line (BISL), SAIL, VistA, GUI Scheduling Software, CPRS, Patient Advocate Tracking Systems Replacement Tool (PATS-R), Pyramid, Symphony, Issue Briefing Tracking, multiple LEAF, COVID Reporting Site, Fee Based Claims System( FBCS), RAMP Reports and Measurements Tool, Trip Pack Application, CMS Compare, ACSC Intelligent Preventive Care, SharePoint Administrator, VA ePAS, National Labor Mapping Tool (NLMT), Microsoft Identity Manager, HR Smart AO, Share Folder and File Exchange (SFFX) and Waggl employee voice survey tool
Analyzing data retrieved from these sources to prepare briefing materials, graphs, reports and correspondence
Working as part of an interdependent multi-disciplined Executive Office team of professionals that matrixes the organizations' human capital to manage mission critical data elements, reports and programs, ensuring the appropriate information and decision briefs are accomplished to optimize the health system resources
Creating, editing, calculating, retrieving, storing, printing, routing (and/or causing others to) in preparing complex and detailed products and eliciting decisions of the Executive Team
Developing, maintaining and monitoring integrated data and suspense reporting systems affecting programs interrelated functions and operations
Communicating information to management for the effective evaluation of program operations and milestones
Preparing programmatic reports, charts, graphs, statistical and narrative data for executive presentations and decision briefings
Operations Support
Ensuring smooth operations of the health systems executive office (i.e., timekeeping, records liaison, agent cashier audit coordinator and manager of a myriad of distribution groups that serve both internal and external stakeholder needs)
Managing execution of multiple recurring governance and topical ad hoc information and decision-seeking meetings
Scheduling and resolving conflicting meeting requests
Consolidating input from various stakeholders and process owners to respond to congressional or higher headquarter requests
Maintaining data and databases regarding executive office operations, strategic engagement town hall and community outpatient clinic visitation, stakeholder concerns and responses, all employee survey responses, improvement efforts and communication plans
Maintaining distribution lists, access to SharePoint, shared network drives and folders and other sensitive data
Managing monthly meetings such as Director's Staff meetings, employee recognition ceremonies/programs, strategic planning, productivity analysis sessions, etc., building slides and using high-level knowledge to capture tasking discussed during the meetings
Ensuring proper point of contact is aware of the taskings, completing the tasking and doing a comprehensive job capturing the intent of the tasking and properly and fully answering questions or concerns
Ensuring executive team has the proper read-ahead and pertinent information for modernization, inspection readiness, human resource, productivity and customer service reviews
Responsible for coordinating daily operations of services necessary to provide a continuum of care for Veterans
Office Automation
Assisting answering incoming calls
Attempting to fix computer, printer and peripheral issues prior to submitting work orders
Determining and advising on program needs to assure maximum utilization of space, equipment, staff, funds and developing alternative course of action
Contributing to the financial management and business planning of the Director's Office
Ordering supplies and equipment
Aiding other Service Departments with complex administrative challenges and performing administrative duties in the absence of their administrative personnel
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: consolidating input from various stakeholders and process owners to respond to congressional or higher headquarter requests; managing incoming suspense items to ensure actions are assigned appropriately, coordinating and aggregating responses, reviewing documents to ensure completeness, accuracy and compliance with regulations, routing for executive management concurrence and submitting responses to VISN within established timelines; tracking performance plan measures with updates to leadership weekly and ensuring smooth operations of the health systems executive office (i.e., timekeeping, records liaison, agent cashier audit coordinator, and manager of a myriad of distribution groups that serve both internal and external stakeholder needs). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPTS REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. First two years of graduate study are not qualifying for GS-11.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
