The primary purpose of this position is to serve as HQ 16th Air Force (Air Forces Cyber) U.S. Transportation Command (USTRANSCOM) Cyber Operations-Integrated Planning Element (CO-IPE) senior specialist subject matter expert (SME) to the organization. *** Salary ranges includes local market supplements ***

Duties

- Plans, organizes, and advises on cyberspace operations activities. Provides cyber operations support within the Operations Division of the CO-IPE, and provides experience, mastery, and knowledge of joint operations planning to ensure seamless integration of cyberspace operations and capabilities in support of JFHQ-C (AF), 16 AF, JFHQ-DoDIN, and USCYBERCOM to accomplish service and national missions. - Provides operational, managerial, procedural, policy requirements and oversight along with resource activities. - Represents the CO-IPE at meetings and conferences. Represents the organization at meetings and conferences as required; develops and presents command level briefings, in house, at higher headquarters, and other DOD elements as required, and effects mutual relationships with other staff activities and personnel in the overall accomplishment of assigned functions. - Exercises supervisory personnel management responsibilities.

  • This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions, IAW, DoDI 3020-42, Defense Continuity Programs.

Qualifications

This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of military and joint structure, missions, programs and organizational relationships and program goals and objectives, management and organizational techniques, exercise planning and processes for use in a wide variety of analytical cyber force readiness evaluations and studies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive range of knowledge of the DoD Cyberspace mission, authorities, and capabilities; equivalent information regarding the roles and responsibilities of non-DoD cyberspace program partners; knowledge of safety and security regulations, practices, and procedures. 2. Extensive knowledge and demonstrated ability to contribute to the development, interpretation and application of Federal, DoD and Service regulations and policy, program directives and guidance materials relevant to the DoD cyberspace mission and operations; skill in applying the Joint Operations Planning Process (JOPP). 3. Knowledge of mission, roles functions, organizational structures, and operation of 16AF CES Cyber Operations to provide command level staff guidance on various management programs and issues. 4. Ability to work collaboratively with other senior-level managers and to effectively communicate the 16 AF objectives, priorities, and parameters to define mutually beneficial courses of action; ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with senior officials from a broad array of activities, including federal and local government, and industry. 5. Skill in applying the principles, concepts, and theories of CO, and the standard practices, methods, and tactics, techniques, procedures (TTPs) of the occupation sufficient to perform difficult and complex, but well-precedent assignments. 6. Skill in analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated Special-Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special-Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform duties and responsibilities. A non-disclosure agreement must be signed. Drug Testing: Position is designated an Air Force Civilian Testing Program Testing Designated Position (TDP). Employee must pass initial and periodic short-notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
