Duties
As a CWMD PLANNER at the GS-0301-12/13 some of your typical work assignments may include:
Serves as an Agency countering WMD (CWMD) planner providing strategy, policy, doctrine and planning expertise. Accomplishes broad analytical efforts upon which DTRA and the Plans & Exercises Department develop plans, strategy, and doctrine, as well as programs, policies, procedures and systems determinations related to the CWMD military missions and national security strategies.
Develops, plans, prepares, coordinates, staffs, and presents DTRA, directorate, and department positions on CWMD-related campaign and contingency plans affecting the OSD, JS, CCMDs, DoD Components, Military Services, and Defense Agencies.
Independently plans and completes projects principally related to CCMD requirements and DTRA operations, activities, and initiatives requiring significant research and analysis. Prepares and presents decision papers, briefing materials, speeches, and correspondence for senior officials within DTRA, DoD and/or JS, and the US Government Interagency.
Manages/conducts special projects, compartmented plans, and assignments to assist in the overall accomplishment of DTRA mission requirements. Conducts critical research and analysis for highly sensitive or controversial projects that will establish a significant Agency precedent and involve divergent and conflicting views from principal stakeholders.
Develops appropriate implementation plans, and prepares, coordinates, staffs, and presents DTRA positions with respect to these projects. Participates as member of a CWMD Plans Team to deploy in support of the Combatant Commander and other federal departments/agencies(D/As) in crisis action planning and contingency operations.

- Position requires occasional temporary duty travel in the United States and foreign countries.
- Must be able to obtain and maintain a Top Secret / SCI security clearance.
- Position may require work other than during normal duty hours, which may include evenings, weekends, and/or holidays to include overtime.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:??
Experience on combatant command, defense agency, Joint Staff, Military Service Headquarters, or equivalent level staff.
Experience developing contingency, campaign, or crisis related plans.
Experience providing assessments and analysis of capability requirements to Counter Weapons of Mass Destruction.
Experience developing plans, strategy, doctrine, programs, policies, and procedures related to CWMD military missions and national security strategies.
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:??
Experience on a higher level staff, which may include senior Service commands, combatant commands, defense agencies, etc.
Experience working with contingency, campaign, or crisis related plans.
Experience working with plans, strategy, doctrine, programs, policies, and procedures related to CWMD military missions and national security strategies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
