The incumbent serves as a Data Management Analyst, supporting the Digital GI Bill (DGIB) Program Governance and Release and Configuration Management Lead.

Duties

Specific duties include: Responsible for establishing and supporting a repository for the effective management of data and knowledge artifacts required by the DGIB Program. This will require proactive monitoring, support, and communication to impacted stakeholders. Establishing and proactively monitoring a new SharePoint knowledge repository to ensure proper controls and usage. Responsible for enforcing a single source of knowledge and reducing version control issues. Conduct periodic assessments of the SharePoint and identify opportunities for improvement. Create a new SharePoint site to house all DGIB Program information and define levels of access required to ensure only approved users have access to the platform. Thereby map out the new site, creating a strawman of folders and subfolders and their associated descriptions. The incumbent will Employ human-centered design that enables Customer Experience (CX) considerations. The incumbent will migrate information from the current site to the new SharePoint as appropriate. Identifying a list of users, including access levels, and developing a training strategy and training materials for the new site. Lead periodic training/demo sessions for new users to promote transparency and adoption of the new site. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/12/13. Work Schedule: Full time, Monday through Friday Compressed/Flexible: Not Available Telework: Available Virtual: This is a virtual position. NOTE: This is not a remote position. This position will be located at a duty station in either Atlanta, GA, Buffalo, NY, Muskogee, OK, or Washington, DC. The selectee must physically report to the local regional office in one of these locations as the official duty station on a routine basis. Current employees of the St. Louis Regional Office and AC&L employees are eligible to apply and remain at their current duty location. Telework for this position is available per agency and program policy. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/17/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). GS-11: 52 weeks at the GS-09 level. GS-12: 52 weeks at the GS-11 level. GS-13: 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience:Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to experience in financial management. Assist with analyzing (i.e., review and evaluate), comprehend and apply decisions derived from a variety of data or complex information. Assist with data management. Assist in identifying problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Or Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcripts (official or unofficial) must be submitted when using any part of education to qualify. Specialized Experience Statement GS-12: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to experience in data management. Experience in analyzing (i.e., review and evaluate), comprehend and apply decisions derived from a variety of data or complex information. GS-12 Education: No educational substitute at the GS-12 grade level. Specialized Experience GS-13: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to experience in financial management. Experience in creating a new SharePoint site to house all DGIB Program information and define levels of assess required to ensure only approved users have access to the platform. Experience in developing, implementing, and/or evaluates program or project responsibilities. Experience in knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, and data recovery. GS-13 Education: No educational substitute at the GS-13 grade level Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary, although some slight physical effort may be required.
