This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Real and Personal Property (ORPP). ORPP provides department-wide policy and support for the DOL's Space Management, Real Property, Personal Property, Sustainability, and Fleet Management Programs. This position is inside the bargaining unit.

Duties

For 0343-09: Duties performed will be the same as those performed at the GS-11 only with more supervision. For 0343-11: Develops and maintains proficiency in all available databases; GSA Drive Thru, Federal Automotive Statistical Tool (FAST), Automobile Use Tracking On-Line System (AUTOS), GSA Vendor and Customer Self Service (VCSS), and CITI Manager, to effectively serve as an organizational subject matter expert on data sourcing. Supports programs by undertaking the conversion of data sets into readily understood insights, graphics, and charts that will lead to informed business decisions. Responsible for understanding, documenting, and articulating required fleet management data and vehicle level data (VLD) to support recommendations for program improvements, internal controls, and maintaining the integrity of data elements. Conduct monthly meetings with DOL agencies regarding their fleet data, mileage, fuel usage, preventative maintenance, repairs, and billing. Support Agency Fleet Managers with an understanding of monthly reporting and VLD for agency-owned and leased vehicles. Assists sub-agencies with developing their annual fleet budgets, and expenditures, and provides analysis of all financial data related to DOL's vehicle fleet. Coordinates with components and GSA to monitor vehicle preventative maintenance, repair and mileage. Reviews and conducts analyses of the Department's annual Agency Fleet Management Plan. Gathers data, conducts studies, and makes recommendations for GSA leased vehicles and is engaged in planning and/or execution of logistics projects or studies required in supporting the entire vehicle fleet management program. Oversees the department's monthly vehicle mileage reports through the GSA website Mileage Express. Maintains accountability of all department Leased and Owned vehicles through the use of DOL's AUTOS. Assists the Agency Fleet Managers with AUTOS and ensures all vehicle fuel consumption, cost, and maintenance are properly recorded. Develops clear and well-structured data solutions and analytical plans to support the management of DOL Fleet and Property Management Programs' data sets. Provides guidance on various aspects of the Fleet Program including but not limited to requirements for FAST reporting, EISA, FNEs EPAct, EISA, and EO. Conduct analyses of operating elements of vehicle data to develop recommendations for DOL VAM and FMP. Develop data calls, associated memos for signature, and monitor DOL's HTW program utilization. Maintain internal control procedures to safeguard against vehicle misuse and contacts agency fleet managers to investigate as appropriate. Responsible for understanding, documenting, and articulating required fleet management data and vehicle level data (VLD) to support recommendations for program improvements, internal controls, and maintaining the integrity of data elements.

Requirements

Qualifications

You must meet the Basic Requirements listed in the "Education Requirements" section Or the "Specialized Experience" to qualify for Program Analyst, as described below. For GS-09 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-07 in the Federal Service. For GS-11 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-09 includes: Experience with managing and auditing multiple data sets and conversion of data sets into readily understood insights, worksheet, graphics, and charts; Experience assisting with conducting quantitative and qualitative data analysis using large database and spreadsheet programs such as Microsoft Excel and Access. Qualifying specialized experience for GS-11 includes: Extensive experience with managing and auditing multiple data sets and conversion of data sets into readily understood insights, worksheet, graphics, and charts; Specialized experience conducting quantitative and qualitative data analysis using large database and spreadsheet programs such as Microsoft Excel and Access.
