Duties
Serves as the Lead Realty Specialist for major land planning efforts, rights-of-way adjudication, and various other realty actions related to major projects and the renewable energy program.
Advises the Renewable Energy Coordination Office/Major Projects Team on realty and renewable energy issues and is responsible for planning, organizing, and implementing realty actions related to major projects and the renewable energy program.
Provides expert knowledge of the Bureau's lands and realty processes as it relates to major projects and the renewable energy program including statutes, regulations, judicial decisions, solicitor opinions.
Manages budget, monitors program output and progress, identifies funding priorities, and supports the Branch Chief in the annual work plan.
Provides expert advice to BLM personnel, the public, state and county agencies, Tribal governments, special interest groups, and private organizations where realty actions for major projects and organizational capabilities are a topic of discussion
Negotiates acceptable outcomes with proponent, state, and other agencies to resolve realty conflicts and controversial disputes over the applicability of federal regulations, laws, and policies.
Provides technical input to other realty, major project, and renewable energy program staff to implement new initiatives and resolve issues.
Requirements

- REALTY POSITIONS ONLY-1170: Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.
- May require a one year probationary period.
Qualifications

Credit will be given for all appropriate qualifying experience. Your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
Specialized Experience Requirement:
You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Locating and interpreting laws and regulations used in adjudication of individual rights and claims filed under land law regulations; Preparing environmental analysis and documents for various land cases; Monitoring realty related activity for compliance through on-site inspection and reporting; Performing audits of real estate management practices, real estate transactions, and legal instrument preparation to assure conformance with legal, statutory, regulatory, and policy requirements; Monitoring the collection of funds from realty transactions; Providing guidance to other staff in areas related to real estate services; Managing and directing leasing, acquisition and disposal, probate activities, and records and control activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work requires periods of sitting in one position with intense concentration, engaging with groups and individuals at conferences, and going on field trips where driving and walking on varying terrain in changing weather conditions may be required.
Work Environment: The work is normally performed in an office setting. Occasional trips may be made to BLM field offices to perform on-site investigations or to other Federal agency offices for program coordination, public meetings. Travel to the more distant offices may require up to six hours driving time on the road. Weather conditions vary from sunshine and dry pavement to cold and snow-packed roads.
