The VHA Governance Office Director reports to the Executive Director, Office of Regulations, Appeals and Policy. Having responsibility for developing, implementing, and monitoring the support structure and procedures to facilitate VHA's primary Governance structures, including the Governance Board and its subordinate councils. The Governance Office is the Under Secretary for Health's Governance oversight and management for implementation of policies, plans and procedures across the VHA system.

Duties

The incumbent is a senior member of the Office of Chief of Staff and is responsible for the Design, implementation, and management of VHA's Governance structures. The incumbent assures that there are effective mechanisms and procedures to support VHA Governance structure and senior leaders' deliberations, decisions, policies, and planning through the Governance Board, its Enterprise Councils and Committees. The Incumbent performs the following major duties and responsibilities: Assures that there are effective mechanisms and procedures to support VHA Governance structure and senior leaders' deliberations, decisions, policies, and planning through the Governance Board, its Enterprise Councils and Committees. Provides staff support and liaison to the Under Secretary, Deputy Under Secretaries, Chief of Staff, and voting members of VHA governance bodies involving coordination of Governance, its Enterprise Councils and Committee's activities and communications. Provides innovative strategies and recommendations for initiating and establishing goals, timetables, and procedures for expediting projects. Projects management experience in healthcare business with multiple, concurrent programs and projects including the development, implementation, coordination, and evaluation of projects within a health care delivery system. Creates a tracking and evaluation process to ensure goals are obtained and measured for effectiveness towards desired outcomes, and for tracking the expenditures of funds. Provides expert guidance, consultation, and leadership in developing methodologies to support VHA's senior leaders as they analyze and evaluate VHA leadership processes, strategic planning, customer and market focus, information and analysis, human resources, management processes and business results. Develops and administers contracts necessary for program operations to include sites for face to face and hybrid meetings, and coordinates Governance activities with the Under-Secretary's management programs. Monitors expenditures and spending trends and adjusts allocations according to changing priorities. Directs acquisition related functions including COR responsibilities and guiding staff on procurement processes/options. Provides budget forecast for multi-years, indicating initiatives that could increase or decrease the Governance Office Staff budget. Analyzes budget data for long-term budget planning and formulation. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will qualify based on your specialized experience and Individual Occupational Requirement as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of Specialized experience: 1) Experience demonstrating a broad knowledge and understanding of healthcare organizational governance and related assessment/improvement programs, and experience in VHA and VA policies, missions and operating programs. 2) Experience demonstrating expert knowledge of the legislative and rulemaking processes, and the ability to interpret the law and formulate guidance for applying it to a set of facts. AND Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess: Do you possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration - OR Do you possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field? This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Contracting/Procurement: Knowledge of various types of contracts, techniques or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary performed in an office setting.
