You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Purchasing Requisition Branch of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

Duties

You will serve as the Procurement Subject Matter Expert responsible for oversight of the command procurement functions and directly responsible for communicating, implementing and evaluating the procurement systems functions. You will serve as a senior advisor to the Property Management Division Leadership on matters directly related to departmental issues, solutions, efficiencies and processes pertaining purchasing. You will ensure coordinated solicitation and engagement with internal and external stakeholders to facilitate efficient and effective execution of projects and systems development, while delivering relevant and high quality products.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and identifying purchasing and procurement requirements by planning and coordinating technical project tasks to meet project objectives. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree

OR

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

A combination of experience and graduate education as described above that equates to one year of experience
