The incumbent assists the Senior Director in developing and implementing personnel, technical, program, and management policies and programs that assure the accomplishment of agency goals and objectives.
Duties
Performs research and analysis which contribute to the achievement of FAS strategic goals and objectives. Leads and conducts discussions with management officials, identifies problems or issues requiring corrective action,
Performs special assignments and completes critical projects resulting in findings and recommendations for division-wide issues. Serves as a point of contact within USDA to other federal and state agencies.
Coordinates meetings related to assigned duties. Prepares and presents verbal or written reports apprising management and other officials of the concerns discussed, agreements reached, and resulting actions taken or planned.
Provides analysis and budget formulation support to the development of the agency’s annual budget submission.
Ensures that pertinent information needed to make prudent decisions is gathered, summarized, and presented to FA management and senior staff in sufficient detail and with the supporting financial analysis to facilitate the decision-making process.
Prepares, executes, and monitors the program area budget for travel, training, internships, selection boards, awards, and credit cards.
Provides technical support on administrative, operational, and project/program issues related to service level agreements like International Cooperative Administrative Support Services (ICASS) and Capital Security Costs Sharing (CSCS).
Provides comprehensive analytical support and resource needs for the development of the annual Global Review submission and subsequent implementation in FAS overseas offices.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 grade level) that demonstrates:
Performing a wide variety of analytical studies and providing leadership of projects related to overseas management controls and/or process improvements.
Assessing and evaluating overseas administrative and management policies and operations against agency strategic goals and objectives.
Providing analysis and budget formulation support to the development of annual budget submission.
Providing technical support on overseas administrative operational issues and supporting project/program issues.
Providing technical support for the development of overseas workforce plan.
Note: There is no education substitution for this grade level.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
