The incumbent serves as a Program Control Analyst, supporting the Governance and Integration Lead under the Digital GI Bill (DGIB) Program Lead. The Program Control Analyst incumbent is responsible for providing program support for risks, issues, quality, and schedules, contributing to the mission of the Service.

Duties

Specific duties include: The incumbent serves as a Program Control Analyst, supporting the Governance and Integration Lead under the Digital GI Bill (DGIB) Program Lead. Incumbent is responsible for providing program support for risks, issues, quality, and schedules, contributing to the mission of the Service. In this capacity, the Program Control Analyst Develops methodologies and tools to ensure proper controls are in place to increase efficiency and drive successful DGIB program implementations. Responsible for proactively analyzing current processes and recommending new opportunities to streamline DGIB PMO operations, including developing new processes and tools and identifying opportunities to automate existing processes. The incumbent will work closely with the Governance and Integration Lead and impacted stakeholders to create new processes to identify, manage, and escalate risks, track and manage action items, review quality standards, metrics, and controls, and integrate the DGIB SAFe roadmap with the critical path of the Integrated Master Schedule. Likewise, assist in establishing a more robust risk and issue culture through outreach and training to impacted areas. Responsible for management of the day-to-day program reporting, including progress, risks, mitigation strategies, action item tracking, and tracking other issues affecting the successful completion of business plans and milestones related to Education. Provide program management office (PMO) support to the Governance and Integration Lead, including the integration of PMO processes. Manage the risk management process, ensuring program risks, issues, and mitigations are identified, impact dates are known, risks/issues are appropriately escalated, and risks/issues are routinely tracked and managed. Responsible for proper communication and escalation of risks and issues to impacted organizations and leadership. Ensure strategic risks/issues are being examined both individually and collectively to determine trends and potential program risks. Review quality management and ensure each quality measure has clear accountability. The incumbent will be Responsible for managing the Integrated Master Schedule (IMS), ensuring program reviews are regularly conducted to ensure effective program execution. Management of the IMS will also include ensuring the IMS has a critical path, includes internal and external dependencies, and all key activities and milestones are being tracked, including critical risks and issues. Identify opportunities to streamline the integration of the managed services vendor (MSV) roadmap and the IMS. Proactively identify and analyze critical trends and issues impacting the timing and sequence of key program events and milestones. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/12/13. This position will be located at a duty station in either Atlanta, GA, Buffalo, NY, Muskogee, OK, or Washington, DC. The selectee must physically report to the local regional office in one of these locations as the official duty station on a routine basis. Current employees of the St. Louis Regional Office and AC&L employees are eligible to apply and remain at their current duty location. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/17/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. GS-11: 52 weeks at the GS-09 level. GS-12: 52 weeks at the GS-11 level. GS-13: 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to experience in financial management. Assist with analyzing (i.e., review and evaluate), comprehend and apply decisions derived from a variety of data or complex information. Assist with planning, integration, and evaluation of the Department's programs. federal budget and contracting regulations and processes. Assist in identifying problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Or Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcripts (official or unofficial) must be submitted when using any part of education to qualify. Specialized Experience GS-12: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to experience in financial management. Experience in analyzing (i.e., review and evaluate), comprehend and apply decisions derived from a variety of data or complex information. GS-12 Education: No educational substitute at the GS-12 grade level. Specialized Experience GS-13: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to experience in program control. Experience in program and organizational analysis principles, methods, and interpersonal relations practices. Experience in analyzing (i.e., review and evaluate), comprehend and apply decisions derived from a variety of data or complex information. Experience in identifying problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. GS-13 Education: No educational substitute at the GS-13 grade level. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
