THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a CONTRACT SPECIALIST - Title 5, Position Description Number T0048000 and is part of the WI CRTC, National Guard.

Duties

- Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements - Assists in procuring a wide variety of services, supplies, and/or construction. - Executes post-award contract performance management action on assigned contracts. - Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence. - May serve as the primary or alternate Government Purchase Card(GPC) Agency/Organization Program Coordinator for the local Contracting Office. - May service as a System Administrator. - Performs other duties as assigned. *** This is NOT an all-inclusive list of duties. ***

Qualifications

BASIC EXPERIENCE: To qualify an applicant for any Title 5 Excepted Service, GS-1102-12 position, apply and evaluate the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification factors are applicable to the Title 5 Excepted Service Series GS-1102, Grade GS-07 through GS-13 positions: Skilled in collecting and analyzing contracting data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material. GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-1102 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Expected Service Series GS-1102 positions. SPECIALIZED EXPERIENCE: To qualify at the GS-11 level you must meet positive education requirement. To qualify, candidate must have Level One Certification awarded. Must have at least 12 months of broadening contracting experiences and competencies that provided full working knowledge and skill in contracting principles and procedures to include the following tasks: Procurement in Pre-Award and Award Contracts, Simplified Acquisition Procedures, Small Business Socio-Economic, Delivery Order / Task Order, Contract Administration, Purchase Card program. NOTE: ALL SERIES GS-1102 NG TITLE 5 EXCEPTED SERVICE CANDIDATES' PACKAGES ARE PROCESSED/COORDINATED DIRECTLY TO NG-J1-TN THROUGH NGB OPARC FOR FINAL CONCURRENCE PRIOR TO FINAL APPOINTMENT.

Education

Minimum Requirements for All NG Title 5 Excepted Service Applicants/Candidates
  1. A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
