THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a CONTRACT SPECIALIST - Title 5, Position Description Number T0047000 and is part of the WI CRTC, Wisconsin Air National Guard.

Duties

- Plans the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. - Oversees the procurement of a wide variety of services, supplies, construction and architect and engineering. - Executes post-award contract performance management actions on assigned contracts. -Exercises experienced judgment, initiative, and resourcefulness to identify regulations and laws which do or do not apply to the particular procurement, to consider financial arrangements and incentives, and to develop justifications for adopting a contractual posture. - Serves as business advisor to a wide range of customers. - May serve as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator. - Performs other duties as assigned. *** This is NOT an all-inclusive list of duties. ***

Qualifications

BASIC EXPERIENCE: To qualify an applicant for any Title 5 Excepted Service, GS-1102-12 position, apply and evaluate the applicant's competencies (Skills, Knowledge, Abilities, and Behaviors), military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification factors are applicable to the Title 5 Excepted Service Series GS-1102, Grade GS-07 through GS-13 positions: Skilled in collecting and analyzing contracting data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material. GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-1102 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Expected Service Series GS-1102 positions. SPECIALIZED EXPERIENCE: Must meet positive education requirement. To qualify, candidate must have Level Two Certification awarded. Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies. NOTE: If the GS-12 position also requires Level Three Certification based on the complexity of the contracts, as a condition of continued employment in the position, the employee must complete the Level Three Certification within 24 months of appointment to the GS-1102-12 non-supervisory position. Prior to submitting the candidate/employee's validation and verification package to NG-J1-TN for continued personnel processing for official appointment, the candidate/employee may be interviewed by a Contracting Officer Review Board (CORB) and, if interviewed, must pass the Board's contracting program scenario-based questions in regard to specialized experiences and competencies that will allow him/her to become a Warranted Contracting Officer in order to continue through the final personnel processing validation activities for official appointment as the GS-1102-12 Non-supervisory Contract Specialist.

Education

Minimum Requirements for All NG Title 5 Excepted Service Applicants/Candidates
  1. A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
AND
  1. At least 24 Semester Hoursin any combination/restricted to the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.

AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.
For example, to compute the number of semester hours an applicant earned, after he/she successfully completed 36 quarter credits in accounting discipline courses by:
  1. Use the data point of .67 to compute Quarter Hours into Semester Hours: 36 Quarter Hours X .67 Semester Hour = 24 Semester Hours.
OR
  1. May compute the number of semester hours an applicant has earned, after he/she successfully completed 36 quarter credits in accounting discipline courses:
36 Quarter Hours /1.5 = 24 Semester Hours.
