This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
You will serve as the United States Special Operations Command (USSOCOM) Production Manager in the Undersea Special Mission Systems Program Office of Naval Sea Systems Command (NAVSEA) PEO SSN (PMS390).
Duties
You will assist the Acquisition Program Manager (APM) and Program Manager (PM) by managing a major USSOCOM Undersea production effort to include Government Furnished Equipment as well as the prime vendor build and integrate effort.
You will frequently travel to multiple production locations to engage with vendors at the manufacturing facilities to ensure compliance to quality and schedule requirements.
You will advise the APM and PM regarding risks, opportunities, and issues arising from the production of critical program Government Furnished Equipment as well as the prime vendor build and integrate effort.
You will lead and participate in program physical configuration audits and certification surveys.
You will coordinate with the Certification Manager to ensure all material procurement, fabrication, and testing are conducted in accordance with design documentation and other references.
You will lead major portions of source selection activities.

- You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-2 broadband level (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative techniques to manage acquisition source selection activities and/or create and defend fiscal budgets throughout the DoD budget cycle.
