Duties

The primary purpose of the Program Analyst (Military Foreign Affairs) position is to conduct security cooperation assessments to substantiate resourcing requests for partner nation militaries and provides feedback to US planning and programming across the FYDP. Evaluates and makes recommendations to improve the efficiency, effectiveness and productivity of USNORTHCOM Security Cooperation organizations by associating US national strategy and policy to results from training, equipping, and engagement activities. Reviews and refines the Assessment, Monitoring and Evaluation (AM&E) processes for security cooperation programs to detail intended programs goals, objectives, risk, assumptions and capability gaps Reviews the current Geographic Combatant Commander (GCC) Security Cooperation (SC) programs lifecycle and processes for capability gaps and risk to the effectiveness of SC programs Supports the N&NC J5 Director and other organizations to develop and staff routine products. Consolidates inputs and develops AM&E reports and coordinates them through staffing and approval processes

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Management and Program Analysis Series 0343. Conditions of Employment Cont: May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. This position has been designated as Non-Critical Sensitive. The employee is required to obtain and maintain a Secret clearance as a condition of employment. This position has been identified as eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program. Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes an extensive knowledge of national security and foreign affairs, comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to Security Cooperation and the Assessment, Monitoring, and Evaluation of partner nation capacity building programs; mastery of and significant knowledge of the theory, concepts, principles, and practices of DoD budget, financial, and acquisition management contained in the Joint Capabilities Integration and Development System (JCIDS) and the Planning Programming Budgeting and Execution (PPBE) processes; and comprehensive knowledge of the relationships between various combatant command missions and organizations and the respective agents for those commands involved in overall planning, evaluation and execution of military operations (real-world or exercise). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of multi-national efforts to disrupt transnational criminal organizations. Knowledge of the application process elements applicable to security cooperation mission and building partnership capacity assessment, monitoring and evaluation efforts. Skill in programming, planning, analysis, assessments and strategy development. Mastery in preparing oral and written communications at a high-management level. Knowledge of various geographic locations' customs, culture, and history as well as knowledge of current issues facing the U.S. and western hemisphere countries. Knowledge of security assistance and security cooperation reforms, resourcing authorities and programs with regard to pertinent laws (Title 10 and 22 US Code), regulations, and policies. Knowledge of business practices in U.S. Embassies, and familiarity with the structure organization and leadership in the U.S. Embassy in Mexico, Canada and in The Bahamas. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
