The incumbent serves as an Industry Economist (Team Lead, Maritime Supply Chain Analytics), reporting to the Director of Maritime Supply Chain Analytics, located in the Bureau of Trade Analysis. BTA reviews and analyzes service contracts, monitors foreign business practices and the rates of foreign government-owned or -controlled carriers; and reviews carrier-published tariff systems under the accessibility and accuracy standards of the Shipping Act.
Duties
As an Industry Economist (Team Lead, Maritime Supply Chain Analytics), you will:
As team lead of Maritime Supply Chain Analytics, the incumbent oversees a maritime supply chain research program.
Identifies key economic indicators of the maritime supply chain and tracks and analyzes these indicators.
Identifies and prioritizes research projects, develops resource proposals, timelines, and deliverables.
Conducts independent research on the maritime supply chain that are grounded in economic theory of the industry and trade and include statistical and econometric techniques.
Leads the overall planning and coordination of supply chain research and analytics projects. Oversees project plans and milestone development, reviews and provides feedback on draft deliverables, and approves final reports for dissemination.
Displays comprehensive knowledge and understanding of the economics impacting the ocean transportation industry and renders advisory services to senior agency management regarding the operations of regulated parties.
Represents the Commission in a broad range of conferences or meetings with industry, legal representatives, and other governmental agencies as required.
Conducts training and makes presentations on behalf of the Commission to industry and the public in connection with complex maritime issues.
Utilizes extensive knowledge of the economics of ocean shipping in rendering advisory services to senior agency officials, Commission staff, and the shipping industry, regarding the maritime supply chain.
Qualifications
You must meet the Basic Requirement AND the Additional Qualification Requirement listed below by the closing date of this announcement.
Basic Requirement:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus. (Master's in economics preferred, but not required.)
OR
B. Have a combination of education that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus AND experience that involve the use and understanding of economic principles and theories. Examples of qualifying experience include (1) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (2) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (3) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (a) personal research that produced evidence of results, (b) direction of graduate theses in economics, or (c) service as a consultant or advisor on technical economics problems.
Additional Qualifications for the GS-14:
One or more years of specialized experience equivalent to the GS-13 federal grade level that provided the specific knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience must have been demonstrated by performing duties such as: identifying economic indicators, operational knowledge of all modes of ocean transport; drafting written recommendations based on analyzing various documents such as interviews, questionnaires, corporate and legal documents, and/or publicly available information; and preparing and presenting assignments to internal and external parties.
