Duties

Serves as the process expert and functional owner; provides direction on technical and quality assurance processes across all locations where the process is executed. Owns all policies, procedures, guidance, and control of the technical functional aspects of the process. Exercises staff surveillance over process, policy, planning, operations, and execution. Reviews, analyzes, and develops process policy for DLA, include but not limited to Packaging, Shelf-life, DoD Stock Readiness, Hazardous Materials Information Resource System, Supply and Product Quality Discrepancy Reports. Evaluates and recommends disposition of request for waivers to statutory requirements and deviations from DoD and DLA policy and directives related to technical and quality assurance requirements. Serves as a focal point for review and evaluation of short- and long-range plans involving assigned processes Applies expert knowledge of DLA mission objectives, plans, policies, practices, and resources to develop/ implement strategies for executing technical process for Critical Item Management, Engineering Support, Product Testing and EBS Material Master. Plays a key role in legislative matters as related to initiation, development, and recommendation of legislation pertaining to the technical quality process area. Publishes process execution program guidance, organizes, coordinates, and leads reviews to provided oversight and review. Responds to industry and congressional concerns and makes recommendations regarding process matters requiring resolution.

Qualifications

To qualify for a Supervisory Technical/Quality Process Owner, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off /closing date of the announcement. Creditable specialized experience includes: Expert experience in developing and reviewing new and current policies for technical quality related improvements. Developing innovative strategies and procedures to problem solve. Ensuring compliance of agency technical and quality related processes and policies. Expert oral and written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
