About the Position: You will serve as a Contract Specialist, GS-1102-13, for US Army Corp of Engineers Contracting Division, located in Tulsa Oklahoma. RECRUITMENT/RELOCATION INCENTIVE OF UP TO 25% OF THE BASE SALARY, MAY BE OFFERED, DEPENDING ON FUNDING AVAILABILITY AND MANAGEMENT DISCRETION. AN INCENTIVE MUST BE REQUESTD BY SELECTED APPLICANT AT TIME OF THE TENTATIVE JOB OFFER AND APPROVED PRIOR TO HIRE. AN INCENETIVE REQUIRES A SIGNED SERVICE AGREA EMENT.

Duties

Serves as a senior contract specialist responsible for pre-award and post-award functions involving complex, highly specialized, centrally managed programs of significant importance to the U.S. Army Corps of Engineers. Plans, develops, and establishes long and short range procurement plans, strategies, and approaches for the overall acquisition program. Serves as lead negotiator, planning the negotiation strategy, coordinating strategy with the negotiation team, and leading the negotiations conducted with contractors to reach and a fair and reasonable position for all parties involved. Responsible for contract administration functions following contract award throughout the life of the contract. Negotiates and issues contract modifications driven by technological advances, upgraded operational requirements, and other changes characteristic of the type of contract/program involved.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).Some federal jobs allow you to substitute your education for the required experience in order to qualify.
