This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DoD Personnel Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Supervisory Contract Specialist GS-1102-13 position for the U.S. Army Corps of Engineers, Tulsa District in the Contracting Division in a functional Branch.

Duties
You will serve as Supervisory Contract Specialist with the responsibility of the overall planning, direction, coordination, and supervision of contract preparation, negotiations, and contract management.
You will serve as expert in acquisition to include procurement and contract management field to advise primary customers and personnel in all phases of the acquisition process.
Manage the organization's annual architect engineer contracting acquisition plan.
Direct the civil or military Contracts Section functions and overall personnel management activities to include positions and pay, selection of subordinate employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year supervisory probationary may be required at the time of appointment.
- Transcripts will be required at the time of application.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Must have a current warrant with the ability to obtain a $250M warrant within first year.

Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;OR(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized experience is defined as one year of experience equivalent to the GS-12 grade level in the federal service which includes: 1) performing pre-award and post award contracting work to include market research, price or cost analysis, negotiation, and administration for supply, service, or construction contracts
