About the Position: There are two Supervisory Contract Specialist vacancies, GS-1102-14 with the USACE Tulsa District, Contracting Division. One position is with the Military Branch and other is with the Civil Branch.
A recruitment incentive might be offered.
A relocation incentive will be offered depending on funding availability and management discretion.
Permanent Change of Station (PCS) allowances might be authorized.
Duties
You will direct the functions of the assigned Branch (Civil or Military) in the accomplishment of assigned functions to include acquisition planning, solicitation, proposal evaluation, contract award and contract administration.
You will serve as Source Selection Authority as well as maintain an unlimited Contracting Officer Warrant Authority.
You will provide management oversight of procurement and contracting activities in areas of preparation and issuance of sources sought announcements, etc.
You will provide procurement technical support in all areas of pre- and post-award for the business-related areas of the contracts.
You will advise acquisition personnel, Contracting Officers, Contract Specialists, primary customers, and District office personnel in all phases of the acquisition process.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Disclosure Statement (OGE-450) is required upon assignment/appointment and annually.
- Obtain and Maintain a current and valid state driver's license.
- Selectee must complete Civilian Education System Course and the Supervisory Development Course within 12 months of assignment/appointment.
- This is a Critical Acquisition Position. Unless specifically waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), the following are statutorily mandated requirements;
- Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- Obtain and Maintain valid Secret Security Clearance within 24 months of assignment/appointment and for duration of employment.
- Position requires completion of Defense Acquisition Foundational certification/(DAWIIA) Level I certification prior to assignment/appointment.
- Obtain and Maintain Defense Acquisition Practitioner certification/(DAWIA) Level II certification prior to assignment/appointment.
- Obtain and Maintain Advanced Career Level Certification within 4 years of assignment/appointment.
- Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Education Requirement: Applicants must have a 4-year course of study leading to a bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows:
(1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency,
OR
(2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes:1) Performing pre-award and post award contracting work (including market research, price/cost analysis, negotiation, and administration) for construction, and service/supply contracts. AND 2) Review contracts for regulatory compliance, and for effectiveness to meet goals and objective. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13)
