This position is part of the WAPA-SNR-Sierra Nevada Region. As a Public Utilities Specialist (Metering), you will be responsible for the collection, analysis, and evaluation of meter data, which includes the validation, estimation, and editing of Revenue Quality Meter Data in support of Settlement Quality Meter Data configurations used within Settlements and Power Billing related functions.
**This is not a remote position. The selectee will be required to be physically present at Folsom, CA.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
At the GS-9 level, the specialize experience required is:
Experience with analytical and evaluative methods, tools, and techniques in support of operations.
Experience in reviewing, analyzing, and evaluating automated and/or manually collected data use to support operations.

Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D. if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination of education and experience as described above.
At the GS-11, the specialized experience required is:
Experience in utility industry or fundamental understanding of electric power and electric utility concepts.
Experience with data processing, metering concepts, and regulations applicable to the electric utility industry to make effective recommendations for business process improvements.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
