This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Development, Democracy, and Innovation, Democracy, Center Human Rights, and Governance (DDI/DRG), at the U.S. Agency for International Development (USAID).
Duties
Manages staff and operations analysis, planning, execution, and oversight of budgets, program cycle planning/projections in an international development context.
Develops strategies and program design oversight for international development programs and budgets.
Supervises team members performing work at the GS-10 thru GS-14 equivalency providing administrative and technical supervision necessary for accomplishing the work of a unit/team.
Advises and/or collaborates with high-ranking officials, i.e. United States Government agency heads and executives of comparable private sector organizations on international development programs.
Prepares reports and presentations on program planning and evaluation for international development programs.
Develops priorities, multi-year strategic plans, and work plans for the effective allocation budgets and monitoring programs in an international development context.
Requirements

- Must be able to obtain and maintain a Top Secret Security clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Managing processes or portfolios related to strategic planning, budget planning, program design or procurement, policy implementation, and managing for results; (b) Providing authoritative or comprehensive advice to superiors on budgetary and financial management matters related to planning of international development programs and objectives; and (c) Performing administrative or human resource management functions for assigned employees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
