This position is located in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Security, International Security Programs Division (SEC/ISP), at the U.S. Agency for International Development (USAID).
Duties
Plans and implements a comprehensive security program for overseas activities directed towards protection of personnel, facilities, and residences. Conducts security inspections of overseas facilities to ensure compliance with security requirements.
Provides a high level of safety, security, and operational guidance to implementing partners (Contractors and grantees) that do not fall under Chief of Mission (COM) authority.
Performs key decision-making responsibilities in difficult assignments, such as planning for new or far-reaching security program requirements or resolving problems in existing security systems and programs requiring innovative solutions.
Develops and distributes security awareness materials to overseas missions concerning facility physical security, personnel security, emergency communications, etc.
Serves as technical authority and expert advisor regarding requests for exceptions to physical and technical security standards.
Coordinates with Regional Security Officers and other appropriate offices concerning all security matters at agency overseas activities.
Requirements

- Must be able to obtain and maintain a Top Secret/SCI Security clearance.
- Males born after 12/31/1959, must be registered with the Selective Service.

Specialized Experience:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Advising on security requests for exceptions to agency or organizational physical and technical security standards; (b) Overseeing security systems to counter terrorist attacks and other acts of violence against facilities and personnel; (c) Developing policy promulgating physical security standards overseas in accordance with standard operating procedures; AND (d) Performing key decision-making for difficult assignments such as planning for new or far-reaching security program requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
