This position is within the Office of Security, Personnel Security Division (SEC/PSD), Adjudications Branch at the U.S. Agency for International Development (USAID).
The Office of Security, Personnel Security Division (SEC/PSD) is responsible for conducting personnel security and suitability investigations for employees to determine the security eligibility of applicants, USAID employees, and personal services contractors (PSCs).
Duties
Reviews, evaluates, and adjudicates reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, or suspend security clearances consistent with the National Security Adjudicative guidelines.
Reviews and evaluates reports of investigations and collateral information to identify potential suitability concerns and drafts appropriate referral to the Office of Human Resources for suitability determinations.
Prepares analytical summaries with corresponding recommendations for related course of actions; and provide a clear basis for the course of action when potentially disqualifying information is identified, and adverse actions are recommended.
Independently draft Statement of Reasons (SOR) Letters of Intent (LOI) documentation to facilitate due process actions. Evaluates responses to SOR, and independently drafts Warning Letters, Conditional Letters or Revocation/Denials Letters.
Independently prepares directives, issuances, memoranda, policy statements, and other written documentation related to Personnel Security for Division Chief, Deputy Director, and Security Director for decision making and clarification of issues.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions. Independently manages due process actions which may result in adverse actions.
Requirements
- United States Citizenship is required.
- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.
- Direct Deposit/Electronic Funds Transfer is required.
- If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
- If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
Qualifications
Specialized Experience:
GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
Examples of qualifying specialized experience at the next lower level for this position includes:
adjudicating reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, or suspend security clearances consistent with the National Security Adjudicative guidelines;
preparing analytical summaries with corresponding recommendations for related course of actions; AND
managing due process actions in accordance with policy guidance.
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
Examples of qualifying specialized experience at the next lower level for this position includes:
preparing oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).
adjudicating reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, or suspend security clearances consistent with the National Security Adjudicative guidelines;
preparing analytical summaries with corresponding recommendations for related course of actions; AND
managing due process actions in accordance with policy guidance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
