Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Intelligence, National Border Security Intelligence Directorate (NBSIC), Southern Border Intelligence Center (SBIC), located in Tucson, Arizona. Duties

In this Intelligence Operations Specialist position you will become a key team member of Homeland Security professionals involved in planning and performing operations management and targeting, focused on the application of signals intelligence. This position starts at a salary of $118,291.00 (GS-14, Step 1) to $153,776.00 (GS-14, Step 10) with promotion potential to $153,776.00 (GS-14 Step 10). Typical duties include: Planning and directing data acquisition activities for the Southern Border Intelligence Center (SBIC) and Integration of Geospatial Intelligence (GEOINT), Signals Intelligence (SIGINT), Measurements and Signature Intelligence (MASINT) and Human Intelligence (HUMINT) into collection a strategy across the southwest border. Planning and directing the development, coordination, and evaluation of the Southern Border Intelligence Center collection operations against all threats to include: human smuggling, narcotics trafficking, terrorism, counter-intelligence, and illicit trade. Planning and coordinating the collection, processing, and dissemination of data and information on the strategic aspects of the SBIC and associated programs including (but not limited to): SIGINT, HUMINT, GEOINT, and MASINT. Planning and establishing short and long-range collection requirements and initiates new administrative and policy procedures in intelligence collection. Analyzing intelligence reports and data for target development and leads.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Coordinating the collection of SIGINT, HUMINT, GEOINT, and MASINT information in support of investigative and interdiction activities involving drug trafficking organization, members and critical nodes, key facilitators of noncitizen or migrant smuggling organizations, and illicit finance hubs and facilitators. Understanding of operational targeting during intelligence collection operations. Developing and prioritizing short and long-term collection plans and collection strategies that evaluate actual and potential threats to homeland security. Acting in a liaison role between intelligence agencies. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/16/2023. Current and former federal employees may be required to serve or complete a probationary period.
