The incumbent serves as a Senior Program Analyst or Program Analyst supporting the management and staff priorities in the Division of Bank Regulation (DBR) and reports directly to the Supervisory Program Analyst. The incumbent has responsibilities in the areas of budget formulation and execution, expenditures monitoring and approval, contract development and monitoring, human resources liaison, operational planning and management reporting.

Duties

The Office of the Deputy Director provides support to the DBR Deputy Director as necessary to carry out the responsibilities to provide management oversight, direction and support for all examination activity involving the FHLBanks and OF, the development of supervision findings, and preparation of the annual reports of examination. The DBR Deputy Director provides support and advice to the FHFA Director and other senior executives and represents DBR on significant and emerging supervisory issues, development of FHFA policy, and internal FHFA management activities. DBR's Supervision Operations Branch (SOPB) is responsible for providing support services for all business management functions, such as human capital, budget formulation, financial management, contracts management, administrative services and communications to all DBR staff and external stakeholders. The incumbent assists with planning, execution and support of major initiatives sponsored by DBR. The incumbent provides expertise and support to DBR executives, managers and staff in the areas of budget formulation and execution, expenditures monitoring and approval, contract development and monitoring, human resources liaison, operational planning and management reporting. In these capacities, the incumbent: Budget and Acquisition Management - Provides expertise and support of resource management needs to DBR senior management. - Coordinates the narrative budget justifications with senior management and ensures alignment with the agency's plans and priorities prior to submission. - Attends meetings with agency executives and senior management to provide information on the office budget and program issues. - Ensures all expenditures are properly recorded and appropriate reports are provided to management for information and decision-making purposes. - Serves as a Contract Officer's Technical Representative (COR) or Invoice Approver within DBR. - Provides expert advice and assistance to senior management and staff with the development of DBR acquisition related requirements. Operations and Program Management - Monitors, tracks and reports on project progress to senior management. - Develops written analyses and conclusions. - Coordinates the intra-agency development and delivery of compliance and other status reports. - Designs and develops reports to DBR executives and management for information and decision-making purposes. - Works directly with the Supervisory Management and Program Analyst to coordinate and prepare submission by DBR of all operational plans and reports to effectively reflect the Office's plans and priorities. - Coordinates and serves as liaison on other requests for information and prepares other agency level reports for the Office. - Collaborates with all DBR groups to encourage the most effective intra-office use of resources (systems, budgets, etc.). - Interacts with the DBR groups on an ongoing basis and raises suggested efficiencies. - Liaisons and collaborates with FHFA Offices to achieve greater efficiencies in office and agency operations, to ensure that DBR operations adhere to agency policy and procedures, and to ensure the needs of FHFA and DBR are mutually satisfied. - Serve as the subject matter expert and is responsible for the functional management of automated systems and software to track and analyze data, and on-going actions. Human Resources - Provides advisory services for the administration on complex issues related to a wide range of HR activities, and services designed to optimize the efficiency of management planning, mission achievement, and other technical and HR programs provide support to DBR Supervision Operations Manager and human resources liaisons. - Provide support and advice for completing request for DBR ad-hoc reports. Monitors, tracks, and prepares reports, and generate staffing details, as needed. - Incumbent is responsible for working with DBR managers in developing duties for position descriptions. Responsibilities include ensuring, coordination, adequacy and timeliness of required information or questions related to developing a position description. - Responsible for vacancy announcement log and accuracy of information. Maintains oversight and coordinates approval with selecting officials of vacancy announcements drafted by OHRM and Leads and coordinates development and submissions of announcements ensuring finalized product is ready for OHRM final review to post. - Provide guidance to management and selecting officials as needed in review of job analysis created by OHRM and requests the selecting official to review and approve final products. - Participate and provide guidance and advice in all DBR recruiting activities. - Devise methods to enhance recruitment strategies within DBR to meet the fluctuating hiring needs.

Qualifications

Qualifying experience for the ELGS-12 level includes one year of specialized experience at least equivalent to EL/GS 11- which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Qualifying experience for the EL/GS-13 level includes one year of specialized experience at least equivalent to EL/GS 12- which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include the following: Experience managing a wide array of administrative and management support functions in an office/unit. Experience tracking and reporting on the status of a wide variety of operational initiatives, such as individual personnel actions, organizational reorganizations, or realignments, or other major programmatic or operational issues. Experience identifying, analyzing, and recommending solutions to problems in administrative procedures, programs, and work processes. Experience assisting an office/unit in achieving the goals and objectives for procurement and contracting of goods and services. Experience assisting in the analysis, reviews, and monitoring of budget activity throughout the fiscal year. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
