The primary purpose of this position is to serve as senior program analyst for an organization and provide advisory services, analyze, evaluate issues, and develop recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations. Make recommendations in the management of element resources and manage element funds.
Duties
Serves as lead technical advisor to the Squadron Director concerning organizations industrial resources or assigned systems.
Documents planning and programming decisions in appropriate formats to meet Group and Squadron requirements.
Serves as senior analyst, evaluator and oversees a group of management reporting systems that generate a variety of productions data.
Prepares plans, budgets and schedules for assigned programs in fiscal planning and programming.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other functions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience includes analyzing, planning, developing, managing and reporting on budgets and cost analysis of management operations and organizational productivity; providing management advisory services on policy, regulations, improving effectiveness and resource efficiency within the organization structure. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning
the efficiency and effectiveness of management operations.
2. Knowledge of pertinent laws, regulations, policies, precedents which affect the use of management resources in
the area studied.
3. Knowledge of the relationship of the various squadron and production entities involved in overall management
planning and execution of logistics support to our military customers.
4. Knowledge of the major issues, goals, and objectives, work processes and administrative operations of the
organization and also have the ability to communicate effectively both orally and in writing, negotiate complex
issues, and maintain good working relationships with all individuals and organization.
5. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of
management effectiveness and/or organizational productivity.
6. Skill in developing new or modified work methods, organizational structures, management processes, and/or
administrative procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
