This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Program Management to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This announcement will be used to fill a Program Manager (Program Officer Acquisition), NH-0340-04, position with the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND). Selected will be assigned to the Joint Project Lead for CBRN Integration.
Duties
Serves as an advisor to senior DoD officials with broader and higher responsibilities on status of project, progress made, projected future plans, and problems.
Utilizes project management and acquisition principles to analyze situations, identify problems, probe causes, and select courses of action for technical and functional specialists to pursue.
Projects major acquisition milestones and events necessary to meet the cost, schedule, and performance goals set by the Joint Project Leader.
Interfaces with external stakeholders such as representatives from OSD, Joint Staff, HQDA, TRADOC, ASA(ALT), JPEO Staff, other commands/government agencies, and private industry on all matters effecting program execution.
Applies a high degree of managerial and technical knowledge as well as a thorough understanding of the DoD acquisition process to manage assigned programs.
Plans and conducts highly complex program reviews and briefs findings to the Joint Project Leader and other senior JPEO-CBRND leaders within the headquarters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Selectees must meet position requirements for certification at Level II (Practitioner) in the Acquisition Career Field (Program Management) within 60 months of entrance on duty.
- One-year probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

The JPEO-CBRND exists to manage our nation's investments in Chemical, Biological, Radiological, and Nuclear (CBRN) defense equipment. Our headquarters is located at Aberdeen Proving Ground, MD, but we have offices across the United States. There are six unique directorates within JPEO-CBRND, which manage the acquisition of CBRN equipment as an enabler to achieving the National Security Strategy and supporting the U.S. Armed Forces: Sensors, Medical, Protection, Integration, Enabling Biotechnologies, and Special Operations Forces.

This position is subject to the NH-04 tier two salary control point established in the JPEO-CBRND Acquisition Demo Business Rules. This control point limits basic pay for this position to a max of $141,020 (GS-15, step 7).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at the NH-04/GS-15 (or equivalent) level in the Federal Service that includes: 1) utilizing knowledge of the entire DoD acquisition process to develop and implement acquisition strategies across multiple programs; 2) reviewing and interpreting acquisition regulations, policies, and directives to determine impact on assigned program; 3) providing situational awareness briefing and status reports to senior leaders in order to identify programmatic issues and/or progress in issue resolution; and 4) planning and coordinating the integration of multiple acquisition programs to accomplish the organization's mission.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS-13 or equivalent.
