There are two positions being advertised; one is located under Customer Assistance Division, Escrow Branch, New Loan Section AND Payment Assistance Branch, Payment Assistance Section 1.
The incumbent will perform full range of supervisory duties.
Duties
Plans work to be accomplished within section. Assigns work based on short and long range priorities. Develops performance standards and is accountable for monitoring and revising standards for staff.
Counsels or gives instructions to employees on both work and administrative matters. Interviews candidates for positions within the section. Recommends appointments, promotions, demotions, or reassignments.
Hears and resolves complaints from employees, refers group grievances and more serious unresolved complaints to a higher level for further guidance. Identifies developmental and training needs of subordinates and works to meet shortfalls.
Provides active leadership in the Equal Employment Opportunity (EEO) program administration. Identifies barriers to accomplishment of EEO goals and objectives and takes action or recommends actions to eliminate them.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-11) in the normal line of progression for the position being filled.
GS-12: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent.
Specialized experience is defined as identifying problems and deficiencies and recommending alternative solutions to financial, managerial and regulatory reporting issues; advising on assigned workloads to lower graded employees; participating in special projects and reporting requirements associated with loan servicing and program support; providing analysis of program operation cost and reporting the impact on the budget.
There is no substitution of education for experience at the GS-12 level.
