Duties
Direct the identification, development, establishment, and management of a complex, medical research and development program conducted to support priority missions such as biological defense, infectious disease, and environmental health surveillance
Manage the analysis, evaluation, coordination, and follow-up of outcomes from funded projects (extramural and/or intramural)
Utilize extensive knowledge of Department of Defense (DoD) policies and regulations pertaining to human subjects' protection and animal care, technology transfer and intellectual property
Develop and manage databases that track intramural and extramural research support requests and awards
Serve as Contracting Officers Representative on central and Headquarters support contracts for services, supplies, maintenance, repair, and construction
Direct scientific biomedical research inclusive of basic, clinical, applied, and product-oriented efforts.
Manage major changes to the structure and content of research programs

The U.S. Army Medical Research and Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-03 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
This is a contingent (TERM) appointment, NTE 4 years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.
Employees hired for more than one year, under the contingent employee appointment authority are given term appointments in the competitive service for no longer than five years. The USAMRDC Commander is authorized to extend a contingent/term appointment one additional year.
This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 702 of the National Defense Authorization Act for Fiscal Year 2017, Public Law 114-328. Employees will become DoD employees upon transfer to the DHA.

Basic Requirement for Health Science Administrator:
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes:
(1) Experience executing medical Research, Development, Test & Evaluation (RDT&E) development programs to support missions of the organization such as biological defense, infectious disease, and environmental health surveillance;
(2) Experience developing and/or applying policies and guidelines for medical scientific research programs, such as strategic goals, objectives, and resourcing strategies;
(3) Experience which involved performing and/or monitoring scientific biomedical research inclusive of basic, clinical, applied, and/or product-oriented efforts
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-02 / GS-12).
