Duties
You will serve as an IT Specialist (INFOSEC) in the Next Generation Enterprise Network (NGEN) Incident Handling Technician in the Incident Handling Work Center (N331), Mission Management Division (N33), Operations Department (N3).
You will function as a technical expert for information systems security for NGEN Computer Network Defense (CND) related security issues.
You will track and report on systemic and application specific security problems in tactical and administrative systems.
You will mitigate network and application specific security problems through Incident Handling methods, coordinate with Information Assurance Mangers (IAM) to ensure security levels and reporting are within required guidelines.
You will review the results of incident handling details of Navy network cyber security incident/event data for reportable significance.
You will review doctrine, policy and operational guidelines to meet DoD level guidance in support of Defensive Cyber Operations of the NGEN for the network and any other networks in the NGEN Area of Responsibility (AOR).
You will attend technical and non-technical briefings and provide information updates to chain of command on current/future developments of security threats and vulnerabilities to include operational effects and impacts.
You will coordinate and operate the Information Technology Service Management (ITSM) Database help desk, responding to the Navy customer base in the incident/event reporting, cyber investigation, and recovery from network attacks.
You will perform help desk support of incident handling cyber investigations and coordinate with IAM's and technicians outlining remediation and mitigate strategies to ensure network security guidelines are in accordance with command directives.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 531 level within 12 months of appointment.

Qualifications
For GG-09:
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Identifying computer related operating systems, hardware systems, and network applications and devises.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Determining customer issues and assisting with resolutions.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Identifying vulnerabilities and making recommendations for remediation.

Examples of experience demonstrating this competency include: Evaluating risk assessments and implementing environmental control measures to information systems and data communication security procedures.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
-Experience recognizing types of vulnerabilities and associated malicious attacks, and making recommendations that enable expedited remediation.
-Experience tracking and documenting incidents from initial detection through final resolution.
-Experience assisting in identifying Incident management processes, principles and methodologies.
-Experience staying abreast of current industry methods for evaluating, implementing, and disseminating information technology security assessments.

For GG-11:
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:

In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
-Experience utilizing network systems management methods including end-to-end system performance monitoring, systems security, network architecture and topology, including transmissions protocols, broadcasting, and switching.
-Experience operating a large customer based help desk related to cyber investigation and incident/event tracking.
-Experience identifying Information Assurance (IA) reasoning principles and applying this toward the development of new methods, procedures and requirements.

-Successfully completed a master's or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, OR
-Successfully completed 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, OR
-Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
For GG11:
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GG-11 position:
-Successfully completed a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, OR
-Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, OR
