You will serve as a SUPERVISORY PROGRAM MANAGER DIVISION HEAD in the LOGISTICS & MAINTENANCE INTEGRATION DIVISION (BL31000) of the MISSION OPERATIONS & INTEGRATION DEPARTMENT, SE & ALRE Group, NAWCAD LKE of NAVAIRWARCENADLKE.

Duties

You will advise senior leaders on matters addressing program status, present or anticipated requirements, resources, and impediments. You will develop, coordinate, and implement plans of action and milestones (POAMs) for meeting program requirements. You will evaluate the impact of new resource levels (e.g., budget cuts, increased need) to update estimates of resource requirements for a program. You will convert strategic goals into policies that define the scope, cost, schedule, or technical facets of program requirements You will coordinate across industry and department of Defense activities (e.g., Program Executive Offices (PEOs), Chief of Naval Operations) to develop program acquisition strategy requirements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-04/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Instituting initiatives to reduce infrastructure costs and enhance organizational performance and program efficiencies in support of fleet readiness goals, modernization and recapitalization requirements. 2) Providing adequate training, facilities, equipment and leadership to enable department personnel to competently and successfully perform their assigned functions. 3) Assisting in developing supportability goals and determining maintenance philosophy for complex equipment. 4) Performing readiness and cost assessments, maintenance trend analysis, and O&S cost tracking in order to forecast and predict corrective actions within program affordability constraints. 5) Serving as a point of contact for NAVAIRNAWCAD in high level focus groups concerned with problems, issues, developments and innovations surrounding logistics and maintenance operations.
