You will serve as a Program Support Specialist for the Small Business Administration (SBA), Office of Capital Access (OCA), Processing and Disbursement Center - PDC in Fort Worth, Texas. This position requires you to physically work on-site at the PDC which is conveniently located in the CentrePort Business Park near DFW Airport and DART/TRE Station.

Duties

As a Program Support Specialist at the GS-0301-7/9, some of your typical work assignments may include: Communicates via telephone and email with Disaster Survivors regarding the submission of the necessary documents needed for completion and acceptance of their home and/or business loan application. Send email advisories to Disaster Survivors requesting financial information such as Federal Income Tax returns, Personal Financial statements, liability schedules and other financial documentation used in financial condition and repayment determination. Uses Disaster Credit Management System (DCMS) to complete preliminary (pre-acceptance) repayment analysis based on stated income and liabilities disclosed on home loan applications. Uses the fixed debt method to determine if an applicant has repayment ability during the initial stage of the acceptance process. Recommends decline decisions for individuals lacking sufficient income to qualify for a disaster loan. Prepares the appropriate decline letters to include requirements to properly address and overcome identified deficiencies for the applicant under the "summary decline" process. Prepares written responses to inquiries received through the PDC's Problem Resolution email box and through the PDC's 4506-T Requests email box. Answer's questions regarding the loan process for home, business and Economic Injury Disaster Loans (EIDL). applicants. Responds to a variety of inquiries and provides status and program information to internal and external customers used in problem resolution, including the Customer Service and Disaster Recovery Centers, Federal Emergency Management Agency (FEMA) and the Internal Revenue Service (IRS). Test scheduled system improvements prior to builds and subsequent release to provide feedback to the DCMS team. Troubleshoots and rectifies issues related to specific loan applications, business rules and processing flows. Monitors the conversion of HTML formatted documents to PDF during the transcript ordering process. Troubleshoots technical problems or difficulties to ensure timely delivery of transcripts. IMPORTANT NOTES: The Term Appointment does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another term position within SBA's Office of Capital Access; however, you may not be non-competitively appointed to another Federal position. You will be given an initial Term Appointment lasting more than 1 year, but not more than 4 years. If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA. If selected, employees work on an intermittent (on-call) work schedule. This means that employees are in a pay and duty status only when activated to respond to workload needs, especially in response to heightened disaster activity. When no longer needed, employees return to a non-pay status until the next event necessitates additional staff. However, depending on the workload and/or level of disaster activity, your work schedule may be changed to full-time. Subsequently, if the workload decreases, your work schedule may be changed back to intermittent. A valid driver's license may be required. In order to respond quickly and efficiently to disaster survivors substantial mandatory overtime hours may be required at times (up to seven days a week and twelve to fourteen hours a day). This position is not included in a bargaining unit.

  • Credit score below 500 may negatively impact consideration in the hiring process.
  • You may be required to complete a one-year probationary period.
  • This position is not included in a bargaining unit.

Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. You must meet all qualification requirements by the closing date of this announcement. You may qualify based on experience, education or a combination of both. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-07: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-05 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: Making recommendations based on reconciliation of complete Federal Income Tax Returns to accept or reject personal or business IRS Tax Authorization request forms; AND Conduct compliance reviews utilizing multiple web-based processing/reporting systems; AND Analyzing Federal Income Tax Returns of individuals or businesses to determine the presence of other affiliated entities; AND Communicating or collaborating with internal or external departments or agencies in joint efforts to meet a goal. GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: Making recommendations based on reconciliation of complete Federal Income Tax Returns to accept or reject personal or business IRS Tax Authorization request forms; AND Conduct compliance reviews utilizing multiple web-based processing/reporting systems; AND Analyzing Federal Income Tax Returns of individuals or businesses to determine the presence of other affiliated entities; AND Communicating or collaborating with internal or external departments or agencies in joint efforts to meet a goal. Provide guidance as a Team Lead or Point of Contact monitoring workload, training employees, or leading a project. OR

Education

If qualifying based on education, you must submit transcripts by the closing date of this announcement or you will not be found eligible.

GS-07: Bachelor's degree with GPA of 3.0 or better (Superior Academic Achievement) OR have at least one (1) year of graduate education, in a related field from an accredited college or university (see explanation below):

Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.1. Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses.2. Grade-point average - Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed bases on 4 years of education, or as computed based on courses completed during the final two years of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.3. Election to membership in a national scholastic honor society.

GS-09: Must have a master's or equivalent graduate degree in a related field or 2 full years of related progressively higher level graduate education leading to such a degree.
