The incumbent of this position serves as a Budget Analyst in the Budget Planning, Formulation, and Presentation Division, Executive Office, Bureau of International Narcotics and Law Enforcement Affairs (INL/EX/BP). 

Duties

Participates with INL/EX/BP, and other senior INL staff, in overall planning and program management sessions to ensure adequate planning for the resources required to appropriately meet the Bureau’s critical strategic goals. Makes recommendations, based on past practices and expertise in the budget field, on methods to improve INL’s responsiveness to overseas posts with respect to management and oversight of program funds. Identifies solutions to funding problems and increases efficiency and effectiveness based on an understanding of the underlying funding and oversight requirements. Coordinates with senior program, project managers and program officers throughout the Bureau, on matters related to funding requests to ensure they are properly accounted for in budget submissions, reclassification and reprogramming actions. At the GS-12 level, the incumbent performs duties as outlined above however the scope and complexity of assignments are of less responsibility and independence. The incumbent receives closer than normal supervision than at the GS-13 level.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applying for the GS-12 Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience identifying funding problems while understanding underlying funding and oversight requirements. Experience providing expertise on issues related to the preparation and analysis of budgets. There is no substitute of education for specialized experience for the GS-12 position. Applying for the GS-13 Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience resolving accounting or auditing problems and providing awareness to staff members. Experience developing and implementing subsidiary accounting and reporting information. Experience formulating and presenting budgets. There is no substitute of education for specialized experience for the GS-13 position.
