The primary purpose of this position is to serve as a Human Resources Specialist, Direct Reporting Unit, or Major Command level providing human resources services to all assigned civilian personnel on a variety of duties involving personnel management, resources management, and manpower analysis management issues impacting organizational matters.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Secret Clearance is a condition for employment. The employee will be required to maintain a Secret security clearance.
Qualifications
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
GS-07
Must one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes assisting with employee relations, recruitment and placement, performance management, and labor relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-05 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
GS-09
Must one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes assisting with employee relations, recruitment and placement, performance management, and labor relations; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services.

GS 07-09 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.
Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
Ability to gather and analyze facts, and draw conclusions from information.
Ability to communicate information clearly, orally and in writing.
GS-11 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of, and skill in applying wide range of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the civilian recruitment and placement functions.
2. Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and analytical and evaluative techniques.
3. Knowledge necessary to provide guidance to management on all civilian recruitment and placement issues.
4. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services.
5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing.
6. Ability to use automated personnel data system to document, review, correct, amend, and/or approve personnel actions.

GS-07
1 full year of graduate level education
or
superior academic achievement
GS-09
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-11
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: When combining specialized experience and education, the total percentages must equal at least 100 percent.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
