About the Position: The Defense Health Agency Center of Excellence is seeking to fill a Human Resources Assistant (Recruitment & Placement) position. This individual will provide recruitment and placement support services for HR Specialists.
Duties
Conducts recruitment/examining activities for common lower-grade positions.
Prepares modifications as needed to standard announcements.
Responds to customer inquiries on such matters as procedures for filing applications, status of recruitment announcements, kinds of vacancies in the organization serviced and hiring procedures and announcements.
Assists in the registering of employees in the Priority Placement Program (PPP) as well as local placement registration.
Assists in recruitment activities by arranging for physical examinations, verifying veterans’ preference, making job offers, coordinator EOD/release dates and processing pre-appointment security checks.
Uses personnel computer, word processing and/or other office automation equipment and various software programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
Qualifications
Position is a GS-05 level with promotion potential to a GS-07 level. The position may be filled at either a GS-05, GS-06, or GS-07 level. If selected at the GS-05 or GS-06 level; noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties.

Basic Requirements for GS-05 level:
Specialized Experience: One year of general experience which includes providing customer service to walk-ins, emails or telephonically; providing clerical support to staff (i.e., writing correspondence, maintaining files, consolidating reports, etc.); and inputting and/or retrieving data using an automated system. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
Basic Requirements for GS-06 level:
Specialized Experience: One year of specialized experience which includes conducting administrative duties in support of a human resources program utilizing standardized human resources rules, procedures, and operations to accomplish routine support within the organization; providing customer service to walk-ins, emails or telephonically; and inputting and/or retrieving data using an automated system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
Basic Requirements for GS-07 level:
Specialized Experience: One year of specialized experience which includes the use of human resources information automation systems to deliver support services associated with civilian recruitment and placement; process and document human resources actions for employee categories that involve forms, authorities, action codes, or regulatory authorities; research, interpret, and apply appropriate laws, regulations, policies and guidelines in human resources functional areas; use a database system to query and retrieve information; and using Microsoft word and other automated databases to create documents and/or reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
