Duties
As a Management Analyst (Policy) GS-0343-13/14, you will be responsible for the analysis, development, documentation, management, coordination, control and implementation of BIE policies, standards, procedures, handbooks, and operations of business functions in relation to American Indian education. Your typical work assignments may include the following under supervision:
Identify and develop policies and procedures relating to Indian education programs.
Research and analysis of legislative and regulatory requirements, as well as policy history, related to the Bureau of Indian Education (BIE) program(s).
Provide guidance and assistance to Director and Chief of Staff, Interior Affairs, and Department of the Interior (DOI) subject matter experts regarding the analysis of Bureau of Indian Education policy needs and develop policies for their programs.
Prepare briefing materials and reports for the Director, senior leaders, and program officials using education and policy statistics and data.
Review, track, and facilitate the clearance of policy documents, including their distribution and use.

Qualifications

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-13: 1 year of specialized experience equivalent to the GS-12 grade level in the federal service. Examples of specialized experience include: Evaluate and/or provide guidance on the content of new or modified legislation for projected impact upon the agency's programs; Lead detailed analysis of documents; Lead legal research and apply legal mandates; Develop policy and procedures that impact the way programs are carried out; Experience in interpreting and/or applying Federal regulations, policies, bulletins, directives, Government standards; Interpret a wide range of legislation, court decisions, and/or precedents applicable to the operation and implementation of programs; Write clearly, concisely, with technical accuracy, and in logical sequence; Communicate progress and any issues; Prepare briefing materials and reports.
GS-14: 1 year of specialized experience equivalent to the GS-13 grade level in the federal service. Examples of specialized experience include: Evaluate and provide guidance on the content of new or modified legislation for projected impact upon the agency's programs or resources; Conduct detailed analysis of documents; Conduct legal research and apply legal mandates; Develop policy and procedures that impact the way programs are carried out; Comprehensive knowledge of Federal regulations, policies, bulletins, directives, Government standards, their relationship with other related programs that are external (e.g. Tribes, Department of Education); Write clearly, concisely, with technical accuracy, and in logical sequence; Prepare briefing materials and reports. Prepare and analysis of spreadsheets, graphics, word processing, databases, and project management; Prepare briefing materials and reports.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
