The Special Security Officer (SSO) is the designated security official charged with developing, coordinating, monitoring, reviewing, and reporting on the policy and procedural implementation of the Board's Classified National Security Information (CNSI) and the Information Security Oversight programs.

Duties

Provides advice to the development and maintenance of Insider Threat and Operations Security Programs. Responsibility includes identifying and monitoring all SCIF construction, coordination, and accreditation requirements, as well as actions supporting accreditation of Board and Federal Reserve Bank spaces used for secure communications and conversations at the classified level. The SSO provides on-site management of the Board's Sensitive Compartmented Information (SCI) facility and ensures employees responsible for allowing facility access and use of secure communications equipment (voice, video, and data) are trained and implement necessary security procedures. The SSO is charged with supporting training and training development on the handling and safeguarding of classified national security information; classified materials; and classified phone, computer, and radio systems. Responsibility includes drafting the annual Board information security oversight report for Senior Agency Official signature and forwarding to the Information Security Oversight Office at National Archives and Records Administration (NARA). The SSO is a valued CNSI insider threat program team member, participating, contributing to, and advising the CNSI insider threat detection, and prevention program. Perform coordination and collaboration with the Board's personnel security program, specifically with the Federal Reserve System Personnel Security Officer (PSO) responsible for implementing the Board's National Security Clearance and Access Policy. SCI indoctrination training for the Federal Reserve System is included in this responsibility. The SSO provides important subject matter expertise in developing, implementing, monitoring, and maintaining/modifying procedures for granting access to classified information based on a need to know to meet the operational, contingency and intelligence needs of the FRS. The SSO will make final determinations for access to Sensitive Compartmented Information Facilities (SCIFs), and coordinate/collaborate with FRS secure facility/room managers for access to and use of secure communications equipment and classified information systems. Collaborates closely with the Branch Director and the IRIP Senior Manager, to ensure cross-program consistency, checks and balances. Supports cross-program synchronization with Physical Security, Information Security, Cybersecurity, Operations Security, Industrial Security, and Communications Security programs/efforts (working with the IRIP Senior Manager, and the IRIP Director who also serves as the COMSEC Central Office of Record (COR)) to ensure successful multi-program execution within the security domain. Requires a Top Secret/SCI security clearance as the position will include access to sensitive compartmented information to perform the assigned duties. Completion of a bachelor's degree and/or equivalent experience as acquired through military service, foreign service and/or with an IC or DoD support organization is a minimum requirement. Requires a thorough knowledge of the principles and scope of overall protection for classified national security information programs (SCI, SAP and Collateral) and skill to provide expert advice to the Senior Special Security Officer, Senior Agency Official, and Reserve Bank Security POC's responsible for Board accredited secure communications spaces, and other senior leader or management staff as needed. Duties will include SCI and SCIF management, member of and advisor to the CNSI insider threat program and response. General knowledge of all security domains that support the security of CNSI. General knowledge of SCIF requirements supporting information and communications security. Knowledge to inform and advise on policy development across all security domains, to include FRS policies on national security clearance eligibility and access to CNSI. A minimum of 5 years' experience with SCI and Collateral classified national security information handling, safeguarding, and protection. Experience with special security programs includes Physical Security, Information Security, Cybersecurity, Operations Security, and Industrial Security through related IC and/or DoD experience. Demonstrated familiarity with all relevant laws, policies, directives, and executive orders is required, along with strong, applied experience in the oversight and management of security programs in support of classified Interagency National Policy and Response functions, and National Intelligence missions. Routinely reviews highly classified information, including national security and intelligence materials. Responsibilities Monitors the maintenance, implementation and improvement of the Boards Classified National Security Information Program, providing expertise and observations to the IRIP Director for improvement of program and plan security, including providing recommendations for creating and maintaining Federal Reserve System (FRS) SCIFs, and other approved secure work areas (e.g., Classified Communication Rooms) with associated documentation, procedures and training. Develops, coordinates, monitors implementation and reports on Information Security Oversight policy and procedures, Interagency Communications, and DOD requirements, restrictions, and other safeguards that are necessary to prevent unauthorized disclosure of classified information and to control authorized disclosure of classified information released by the Board to its approved classified contractors and employees. Interprets and implements requirements of related policies, laws, and executive orders. Provides draft annual information security oversight report for signature to the Senior Agency Official for forwarding to the Information Security Oversight Office (ISOO), currently part of NARA. Serves as the Federal Reserve's Cognizant Security Authority and point of contact for purposes of constructing and managing Central Intelligence Agency (CIA) approved SCIF locations. Implements Director National Intelligence SCIF Security Standards (and CIA SCIF standard operating procedures). Provides advice and recommendations to the Continuity Communications Program Manager on the use and access to CIA, DNI, Department of Defense and Department of Homeland Security classified national security information and communications systems (secure email, data, voice, and video systems) including NSA approved secure wire and wireless communication systems (e.g., secure telephone equipment, computer networks, specialized video conferencing systems, classified cellular phones and classified SME-PAD smartphone handset devices). Supports the Continuity Communications Program Manager on the creation of documentation supporting information system security and contract liaison. Establishes and maintains procedures for providing access to secure communications equipment and classified information systems in support of the Continuity Communications Program Manager and the Communications Security Program Manager. Coordinates the use of classified national security information networks and telecommunication systems for the Federal Reserve System. Provides training on the proper procedures, policies for the safeguarding of classified information and all day-to-day responsibilities for users and visitors in any Board SCIF or classified area. Provides day-to-day facility and procedural expertise and coordination of all Information Systems Security (INFOSEC) policies, procedures, and issues, in coordination with Board Information Security responsible officers and organizations. Provides overall recommendations as a policy/procedural check and balance on work methods and procedures, policy development, accountability, and management controls. Embodies a strong customer service philosophy and ensures this focus is delivered by section(s) to clients in support of their objectives. Implements requirements of E.O. 13587, "Structural Reforms To Improve The Security Of Classified Networks And The Responsible Sharing And Safeguarding Of Classified Information" by serving as the designated senior official charged with monitoring classified national security information sharing and safeguarding practices as well as being an important part of an CNSI insider threat detection and prevention program for the Board. Coordinates and collaborates with the Board's Personnel Security Program. Upon an individual's granting of access to CNSI, the SSO works with the nominating official, Board Personnel Security Office, and the FRS Intelligence Coordination Office to confirm the final determination regarding a Federal Reserve System employee "need-to-know" eligibility to access classified national security information. Output is an updated clearance list tied to the answering of intelligence needs across the FRS and all cleared staff. Ensures compliance and coordination with OPM and other Federal Agencies as appropriate. Serves as the Board's point of contact for E.O. 12829 National Industrial Security Program. Contributes to the Board's Operational Security (OPSEC) Program to protect national security-classified information. Coordinates with the Director of the National Security Agency, all appropriate IC and DOD organizations, and the Interagency OPSEC Support Staff as required to enable effective program protection and operational security protection for sensitive Board activities. Implements Federal Reserve System "Security Procedures for the Protection of Classified National Security Information". Advise the security incident inquiry team in assessing the impact of a security event involving the possible disclosure of CNSI, developing the incident report, and providing the assessment and recommendations to the SSSO and Senior Agency Official.
