Part of the Organization of the Joint Chiefs of Staff. Serves as a Civilian Harm Mitigation and Response Action Officer within the Joint Chiefs of Staff providing direct support to areas of implementation of the SecDef-directed Civilian Harm Mitigation and Response-Action Plan, the forthcoming DoD Instruction on Civilian Harm Mitigation and Response (CHMR), and other civilian harm mitigation and response issues impacting all Combatant Command (CCMD) Areas of Responsibility (AORs).

Duties

As a ACTION OFFICER (CIVILIAN HARM MITIGATION AND RESPONSE) at the GS-0301-14 some of your typical work assignments may include: Supports the Chairman of the Joint Chiefs of Staff (CJCS) in the statutory role to prepare military analysis, options, and plans to recommend to the President and the Secretary of Defense (SecDef) on matters related to civilian harm mitigation and response issues impacting military operations Consolidates Joint Force civilian harm mitigation and response inputs into U.S. Government (USG) reports. Applies subject matter expertise and collaborates with Interagency stakeholders to develop policies, strategies, and doctrine across specified areas of responsibility; develops recommendations for CJCS advice to the National Security Council (NSC), SecDef, and the President on civilian harm mitigation and response Develops and maintains civilian harm mitigation and response knowledge management (KM) catalogues for the civilian harm mitigation and response community Works closely with civilian harm mitigation and response Action Officers in the Office of the Undersecretary of Policy (OUSD[P]) to develop, monitor, and complete DoD initiatives, goals and action issued by the President, SecDef, and Congress

Qualifications

You may qualify at the GS- 14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Applies knowledge of military analysis, options, and plans on matters related to civilian harm mitigation and response issues impacting partnered and multinational military operations; Evaluates competing priorities and provides military advice; Conducts projects and studies leading to development of policies, products, and initiatives; Compiles inputs into Congressional reports, legislative documents and updates/integrates Congressional briefings with civilian and policy counterparts Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
