The incumbent is assigned to the Medical Staff Office, which is under the Chief of Staff at a VA Medical Center (VAMC) and is responsible for providing administrative and technical direction and support to the credentialing and privileging (C&P) operations. The C&P Specialist is aligned to and supervised by the C&P Manager.

Duties

The Medical Staff Office is responsible for the C&P process of VAMC clinical services providers including full-time, part-time, temporary, intermittent, contract, without compensation (WOC), fee basis and telehealth Licensed Independent Providers (LIPs), as defined in the VAMC Medical Staff Bylaws. Some of the duties associated with this position includes, but are not limited to the following: Keeps leadership and administrative staff informed of program changes, new regulatory requirements, and policies and procedures. Assists in drafting local credentialing processes in compliance with all applicable regulations. Maintains confidentiality of information in accordance with the Privacy Act. Provides guidance and instruction to hospital staff in completing the required documentation of establishing privileges for Licensed Independent Providers. Responsible for collecting relevant data and making informed decisions. Develops and provides routine and special reports as requested. Enters data into an electronic credentials computer system. Investigates all discrepancies to determine the accuracy of documentation. Receives and reviews reports detecting problem areas requiring further investigation. Assures application packages and other documents meet technical requirements per specialty of provider and assures application folder and database account. Provides quality control checks on data. Prepares agendas for meetings and ensures those involved are notified of expectations. Provides assistance and training to providers, staff and management. Advises and consults on credentialing and clinical privileging for the organization. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirements (IOR): Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the IOR, candidates must also fully meet the below grade requirements. GS-07 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: knowledge of basic principles and practices of the credentialing and privileging (C&P) operations sufficient to: perform highly structured, entry-level work designed to develop broader and more in-depth knowledge and skill to perform higher-level assignments; communicate factual and procedural information clearly, orally and in writing; gather and analyze basic facts and draw conclusions. OR One full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). OR Equivalent combination of successfully completed graduate level education and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e. hospital administration, public health administration, or related fields such as course work in health care administration). Only education beyond a bachelors degree may be used to qualify applicants for the GS-07 level. OR Superior Academic Achievement (SAA): Completed all the requirements for a bachelor's degree in a curriculum that is qualifying (i.e. hospital administration, public health administration, or related fields such as course work in health care administration) for the position to be filled and meet one of the following: Rank in the upper one-third of your class in the college, university or major subdivision; A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; and Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. GS-09 Grade Level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: comprehensive knowledge of VetPro policies, including but not limited to, VetPro Data Integrity, Facility level access control, mandatory annual VetPro security and confidentiality training, and mandatory annual privacy act training. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the C&P operations and toward the planning and accomplishment of a variety of routine and complex work assignments, such as advising leadership on documentation requirements for provider profiling and competence. Knowledge of medical terminology, medical specialties and core privileges and procedures to assure competence/appropriateness of credentials and privileging requested. Ability to communicate in writing to prepare emails, letters, reports and committee minutes. Skill in using software applications such as word processing and data bases and internet database applications for data entry, file maintenance and data retrieval and analysis. OR Completed a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). OR An equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
