The incumbent serves as the Health System Specialist for Patient Care Services within the George E. Wahlen VA Salt Lake City Health Care System. The incumbent will be reporting to the Associate Director for Patient Care Services (AD/PCS). This position supports the Executive Leadership Team with planning, organization, development, direction, and evaluation of health care system operations.

Duties

Duties may include but are not limited to: Executive Support: Acts as a member of the medical center's front office with responsibilities directed toward the goals of achieving coordinated operations of all professional services, and optimal utilization of manpower, space, funds, and equipment. Provides executive level administrative support to the Associate Director of Patient Care Services as necessary in completing reports, action items, and composing correspondence including controlled mail. Serves as Record Liaison Officer (RLO) for Patient Care Services. The RLO's are responsible to the Records Manager for full implementation of the records management program. Participates in both long and short-range planning by coordinating the administrative needs of various healthcare groups. Achieves a consensus among appropriate officials and prepares final policy statements. Act as executive assistant in the management of all services reporting to the AD/PCS. Works closely with the VASLCHCS Director, Associate Director, Assistant Director, Chief of Quality, and Chief of Staff as the liaison between Patient Care Services and the administrative services on many issues that might become sensitive. Performs analysis of all areas of management, including planning, organizing, implementing, coordination, controlling, evaluating, educating, and improving medical, administrative and support operations of the healthcare system geared to the successful accomplishment of the VA mission. Coordinate Administrative Policies, Programs, and Operations: Renders day-to-day support to the AD/PCS as a primary administrative advisor and resource person. Serves as an advisor and resource person to policy and working groups to facilitate the changes needed to meet VASLCHCS goals and objectives. Uses skills to research and analyze problems, issues or program requirements as directed. Provides expert analysis and advice on complex issues. Often working on projects that cross organizational lines. Studies, coordinates program, assesses management practices and advises/leadership in managerial policy and procedure. Management Improvement Studies: Plans and/or accomplishes special projects. Manages special projects for major office or program issues of broad impact. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Undertakes or participates in special projects, ongoing analyze, investigations, and initiatives that have high priority for high-level management. Serves as an active member and or resource for key advisory boards and committees such as assigned. Serves as a Chairperson of Committees as assigned and resource member of management working committees established to resolve specific problems, develop policy or implement programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Health System Administration Series, 0671 Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the Individual Occupational Requirements you must also meet: Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities. Provided knowledge of missions, organizations, programs, requirements of health care delivery systems, regulations, standards of various regulatory and credentialing groups, Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working with managers to analyze and coordinate the administrative needs of a clinical area; Hospital Administrative Officer experience; experience in health care delivery system, etc. Must possess the competencies in project management, decision making, market research, problem solving, negotiations, cost accounting principles, and hospital cost-finding techniques. Able to delegate responsibility, process performance appraisals and evaluations accomplishing this for each employee involved in PCS. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
