The Health System Specialist EA to the Chief of Staff of a 134-bed 1A complexity facility and diverse geographic area. Located in Salt Lake City, Utah with 9 community clinics located across a span of 125,000 square miles. Comprehensive health care is provided through our primary care providers and tertiary care is offered in areas of medicine, surgery, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics, genomic medicine and extended care.
Duties
The incumbent will perform analysis of all areas of care delivery and management including planning, organizing, implementing, coordination, controlling, evaluating, educating and improving medical, administrative and support operations of the health care system geared to the successful accomplishment of the VA mission, receiving additional direction and guidance as needed.
The incumbent is expected to be thoroughly acquainted with the VERA and Network allocation process. The person is to draw from previous education and experiences in health care management to develop long- and shortrange plans for the System.
The incumbent will utilize KLF, Pyramid and VERA data to develop health planning strategies and assess priorities relative to the mission of the VA, the Network, and the Medical Center.
The incumbent will be involved in the Public Relations Program which includes contact with the news media, veterans' organizations, stakeholders and other community organizations.
Major duties assigned but not limited to:
Perform independent duties directed toward the goal of providing quality patient care, education, and research activities through optimal utilization of available manpower, funds, space and other resources.
Perform analysis of all areas of care delivery and management including planning, organizing, implementing, coordination, controlling, evaluating, educating and improving medical, administrative and support operations of the health care system geared to the successful accomplishment of the VA mission, receiving additional direction and guidance as needed.
Maintain program requirements and criteria for assigned organizations.
Review report involving trend analyses and ensures follow-up in these areas for conformity.
Review materials and monitors services with regard to compliance with the standards of internal and external accrediting agencies.
Analyze data, identifies trends and issues of concern. Alerts superior of those areas where possible discrepancies exist with recommendations for initiating intervention.
Conducts analytical studies on particular operational processes, compiles final reports, including comprehensive analyses; notes discrepancies and planned initiatives for effecting remedial actions.
Analyze to ensure effective reporting and internal evaluation of programs that comprise the Network healthcare delivery system.
Provide specialized staff support in the monitoring and analyses of changes in mission, goals, new legislation, and technological advances to assess the impact of these changes on work methods/procedures and to develop new systems which address these changes.
Recommend new policies and procedures and recommends revision to existing facility policies
Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m.

Individual Occupational Requirement:
Positions in the occupational series 0671 you Must Meet one of the following bullet points:
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcript Required) OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement:Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the Individual Occupational Requirement, at the GS-13 grade level, you must have one year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Examples of specialized experience would typically include, but are not limited to: Knowledge of the principles and practices related to the management of a health care delivery system and the ability to apply this knowledge to solve the unique problems arising in a health care delivery system and to prepare long-range and shortrange planning guidance in accordance with broad agency program policies and objectives. Knowledge of a wide range of specialized management and data analysis tools and techniques, and skill in applying this knowledge in the independent performance of difficult and complex work assignments. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of operational effectiveness and organizational productivity. Ability to analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the health care delivery system. Expert Knowledge of organization, programs, missions, and functions of a health care delivery system. Develops business planning resource (staffing and funding) guidance for service levels, and performs continuous appraisal of the utilization of command resources in accomplishing program objectives and goals. The work requires ability to direct complex studies requiring application of advanced analytical and statistical methods and techniques. Mastery knowledge of analytical and investigative techniques concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations).
