Duties

The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: serves as the knowledge expert for the VA's electronic health record databases and provides users and other staff with consultative support and education. Using best practices of Clinical Informatics and Medical Center philosophy, the incumbent provides data to identify, quantify, and resolve organizational problem areas. Develops and presents recommendations for improving clinical data-management methods, follow-up procedures, and timely compliance with regulatory guidelines. Advises Facility CHIO and those in the informatics organizational structure of programmatic and security requirements for data access, and advises medical center staff on directives, policies, and best practices from the ISO and OI&T offices for health data security and analysis. Plans, organizes, estimates cost, coordinates, and communicates with staff and conducts all phases of the project. Develops and oversees databases related to healthcare information systems. Reviews and analyzes programs and data for conformance to policy and procedures, soundness of judgment and feasibility of recommendations. Develops and makes recommendations to leadership regarding activities related to sharing programs with other VA Medical Centers and health care facilities, improvement in the efficiency and effectiveness of the VA health care delivery operations, modification of program or activities designed to promote or improve health care delivery, and medical school affiliations. Work Schedule: Variable Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying a wide range of practices, theories, and emerging information in health care delivery, Informatics and applications; comprehensive knowledge in use of clinical software packages; knowledge of health informatics, i.e. design, configuration and management of health information and clinical support systems, health data collection, storage, extraction, manipulation, reporting and communications; knowledge of planning, coordination, and execution of business functions, resource allocation, and production; experience with Project Management, Clinical and Health Informatics, Consulting, advising and educating all levels of employees including the highest levels of management on methods and means to make healthcare operations more effective and efficient. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent graduate degree, 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only graduate education in excess of the amount required for the next lower grade level may be used to meet the specialized experience requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials.
