The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 673 CEG/CERM Element.

Duties

Plans, organizes, and directs the activities of the 673 CEG/CERM Management Analyst element, ensuring that the manpower, Human Resources, Security and Unit Training complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Base Civil Engineering objectives. Researches, interprets, analyzes and applies policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Establishes policies and procedures for accomplishment of the 673 CEG/CERM Element. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Represents CERM Element with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the Mission Support Group offices related to Human Resources/Manpower, Security, Safety and Unit Training. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Studies the structure and/or functions of organizations with interrelated work processes or functions to improve processes, maximize resources utilization. Resolves substantive issues of moderate scope, and proposes new process flows, organizational structures, realignment of functions, solutions to space/supplies/equipment issues, and/or staffing levels. Plans and conducts comprehensive analytical studies of assigned organization(s) or significant segments of several major management functions to develop improvements in organizational structure and/or staffing level efficiency. Advises or proposes reorganizations and/or realignment of functions and staffing levels. Advises commanders, supervisors and managers on organizational civilian personnel issues. Applies Air Force Manpower Standards/Determinants and keeps management informed of workforce authorization issues.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the GS-0343, Management and Program Analysis Series. Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. One year of specialized experience which includes knowledge of mission, functions, goals, objectives, work process, and Human Resources, security, and training procedures pertinent to installation programs/organizations. Knowledge of safety, security, training, HR/Manpower regulations, practices, and procedures. Knowledge of commonly used Human Resources, security and training methods, practices, procedures, laws, instructions, precedents, regulations, policies, and processes. Skill in applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional area related to CPI. Skill in developing new or modified work methods, organizational structures, management processes, and /or program administration procedures. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, or LL.M., if related. NOTE: You must submit a copy of transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of mission, functions, goals, objectives, work process, and Human Resources, security, and training procedures pertinent to installation programs/organizations. 2. Knowledge of safety, security, training, HR/Manpower regulations, practices, and procedures. Knowledge of commonly used Human Resources, security and training methods, practices, procedures, laws, instructions, precedents, regulations, policies, and processes. 3. Skill in applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional area related to CPI. Skill in developing new or modified work methods, organizational structures, management processes, and /or program administration procedures. 4. Skill in conducting interviews with employees, supervisors, and management officials at MAJCOM and HQ USAF to obtain information about organizational missions, functions, and work procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively both orally and in writing. 5. Ability and skill using PC to operate data base management systems, requirements analysis, and data manipulation and extraction techniques. 6. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
