The primary purpose of this position is to serve as Team Lead, Air Force Strategic Planning and Development Facility (AFSPDF) with the responsibility for overseeing the conference facility and operations planning to include development planning communication and audiovisual systems operation, facility operation.

Duties

Serve as the team lead for a team of analysts including, but is not limited to, one GS-343-12 Protocol Specialist engaged in coordinating events, one GS-301-11 Event Planner, one GS 1640-11 Facility Manager, and one GS-301-09 Guest Services. Plans, coordinates, and executes the goals and objectives for AFSPDF mission that integrate with the Planning, Programming and Budgeting System (PPBS) and AFDW objectives. Maintains, adjusts, and recommends long range plans as required by changes or evolution in mission and objectives. As the senior directorate program manager, advise other team members involved in economic analysis, risk analysis, statistical analysis, and/or other techniques designed to effect process improvement and more efficient business practices. Plans, designs, implements, and monitors AFSPDF, quality, and customer satisfaction. Ensures implementation to meet organizational needs through assessment of organizational activities, processes, structures, attitudes, values and cultures using individual and group interviews and/or surveys. Establishes, develops and maintains effective working relationship with HQ USAF, l l-h Wing, Joint Base Andrews tenants, National Capital Region visiting organizations that interface with the AFSPDF. Assignments require that an incumbent regularly serve as an advisor and/or represent the Director, other agencies, contractors, and members of other directorates in interpreting and applying policies and requirements.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NOAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section I 599d.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing a mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and processes, and thorough knowledge of planning, resource allocation methodologies, and management processes to plan, direct, coordinate and execute mission and business-oriented projects and studies. Comprehensive knowledge of the application of a wide range of qualitative analytical evaluation methods and techniques such as Common Levels of Support, assessments and metrics to measure and determine the effectiveness and efficiency of AFSPDF operations. Skills to develop a business plan and comprehensive financial analysis of the AFSPDF operations. Knowledge of DoD productivity and quality management goals and objectives, and organizations, programs, missions and functions to identify, recommend and propose solutions to management problems using productivity and quality improvement and methodologies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of a wide range of concepts, principles, and practices relating to conference centers, facility operations, financial management and information technology systems. 2. Skill in working with people and maintaining effective working relationship with groups supporting the operations of the facility and skills in forming and maintaining professional relationship with high level military and civilian customers. 3. Ability to plan, organize, train and lead the staff of a small to medium size team, coordinating and integrating the work activities of several differ projects to ensure maximum effectiveness. 4. Skilled in advising management on controversial issues and problems concerning the conference center. 5. Knowledge of key positions and administrative protocol policies and procedures across major military command or comparable organization. 6. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
