Duties

1. Plans, organizes, and leads the activities of the Cyber Assurance Branch, ensuring that information assurance and enterprise architecture complies with legal and regulatory requirements and meets customer needs. 2. Plans, organizes, and leads the activities of the Cybersecurity & Assessment mission. 3. Represents the 16 AF CO/WS AO with a variety of installation and functional area organizations. 4. Provides Cyber Security Support to the DAF Chief Information Security Officer (CISO) and Authorizing Official (AO) for the Cyber Operations/Cyber Weapons System (CO/WS) AO Boundary.

Requirements

  • All new CES employees are required to complete a three-year CES trial period
  • Position is designated Special-Sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed

Qualifications

This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expert knowledge in AF Enterprise Information Technology needs and existing "state of the industry" practices in providing comprehensive Information Security and of cyber security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advice on new or revised security measures and countermeasures based on the results of accreditation reviews. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge in AF Enterprise Information Technology needs and existing "state of the industry" practices in providing comprehensive Information Security and of cyber security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advice on new or revised security measures and countermeasures based on the results of accreditation reviews. 2. Knowledge of safety and security regulations, practices, and procedures and the ability to plan, organize, and direct the functions and staff of a small to medium sized organization; ability to supervise and lead a mixed work force of enlisted, officer, civilian and contractor personnel; and the ability to communicate effectively, both orally and in writing. 3. Expert of full range of IT security principles, concepts, practices, products, and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. 4. Knowledge of IT INFOSEC requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. 5. Comprehensive knowledge of governmental and agency information operations and information assurance policies and standards applicable to Air Force and command unique networks. Knowledge of JCS and DoD policies for communications and computer networks and comprehensive knowledge of regulations and policy governing A&A and RMF processes. 6. Ability to lead efforts to successfully implement and provide life-cycle management for the security requirements of all telecommunications, network, and IT projects. 7. Skill, judgement, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigative and resolve complex issues or problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
