The primary purpose of this position TRAINING PROGRAM MANAGER, GS-0301-09 target 11, is to plan, implement, and manage the Division administrative training programs and employee development processes in a major organization composed of a variety of professional, technical, and administrative skill occupations.
Duties
Perform studies to review and evaluate the efficiency/effectiveness of substantive program operations and their interrelationships within the Administrative Maintenance Training Program.
Evaluate division administrative/manager maintenance training needs and develop training matrixes for assigned personnel by screening training requests, comparing requirements against employee qualification, regulatory requirements, and prioritize needs.
Develop, execute, and track overall annual training budgets for the entire Division's employees.
Work with management in the identification of support administrative/management maintenance training for SSQ, structured on-the-job training (SOJT) and checklist requirements within the division.
Ensure scheduling and tracking of training is completed.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have equivalent combinations of successfully completed 1 full year of graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of creditable specialized experience includes conducting detailed analyses of complex functions and work processes, presenting staffing recommendations and negotiating solutions to disputed recommendations.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the concepts, principles, regulations, policies, directives, and rules governing the MAL training programs, AFMCI 21-108, PAC, Hill Supp. 21-108, MALOI 36-401 (OPR), MALOl 21-108 (OPR) and AFMCI 36-2201 as they pertain to white collar workers.
Knowledge of the Electronics Division mission, organizational structure, and organizational functions.
Skill to apply knowledge in evaluating, analyzing, revising and developing training systems, methods, budget, and plans, etc.
Knowledge and skill to develop a substantial amount of background and source information and produce new training programs based upon existing and new workloads and new or changed Air Force Instructions or regulations.
Skill in conducting studies, job analysis and evaluations in a variety of areas to identify needs, establish programs and make recommendations for improvements incorporating new techniques, approaches, and Air Force Instructions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: Work is performed while sitting at a desk, in meetings, classrooms or traveling in an automobile. Duties may also require some walking, standing, bending, and lifting of items weighting less than 24 pounds without assistance.
WORK ENVIRONMENT: Work is primarily performed in an office setting. However, periodically the incumbent is required to travel to areas where there is frequent exposure to a variety of manufacturing machinery, equipment operations, fumes, dust, high noise levels, hazardous materials, and temperature extremes. Proactive clothing is available and will be used when appropriate.
